- Participates and supervises personnel engaged in maintenance activities; mosquito control operations; drainage and maintenance.
- Responsible for the work of crew(s), including skilled, semi-skilled and unskilled employees, engaged in mosquito abatement, vegetation management, customer service, inspection and evaluation of other projects.
- Determines the type of equipment, materials, and personnel to be used for projects and estimate the length of time it will take to complete the project.
- Makes job site inspections prior to scheduling work to ascertain working conditions and manpower, materials, and equipment needs.
- Determines crew size, types of workers needed, and makes crew assignments.
- Works with supervisor on cost estimate of materials and procures materials for project.
- May submit requisitions for equipment and materials.
- Performs job site quality assurance inspections and monitors efficacy of treatments.
- Oversees quality of data and accuracy of records in Lucity, other software programs, and Florida Department of Agriculture and Consumer Services (FDACS) documentation.
- Controls the storage and issuance of major items of materials, supplies, and equipment as assigned.
- Coordinates orientation and training of employees on all types of equipment.
- Instructs and evaluates subordinate employees in proper work methods and practices.
- Evaluates personnel on job sites, including specialized equipment.
- Gives instructions and advice on difficult problems including customer service issues.
- Evaluates employees’ work performance and counsels on improvement.
- Prepares bi-weekly work schedules and participates in weekly scheduling meeting.
- Responds to and coordinates complaints or requests from the public, organizations, or other governmental agencies.
- Arranges for machinery and personnel to access property when necessary and explains the nature of work being performed. Implements and enforces safety procedures on the job or worksite.
- Assigns and supervises night-time truck operations for treatment of adult mosquitoes and schedules these operations using approved processes for licensed and unlicensed staff.
- Ensures adherence of staff to Florida Statute Chapter 388 and FAC (Florida Administrative Code) 5E-13 and documentation of the same.
- Assists Activity Project Manager in overall management of activity/section of responsibility.
- Assists helicopter pilots with support and inspection/survey of areas, including salt marsh. May clear landing sites for helicopters.
- Applies Environmental Protection Agency (EPA) approved pesticides safely and in accordance with product label instructions.
- Performs and supervises functions such as clearing paths to access sites.
- May perform and supervise maintenance and operation of motorized boats, small equipment like chainsaws, ultra-low volume (ULV) spray equipment and other types of specialized equipment or vehicles.
- Assigns shift work, including nighttime operations during peak mosquito season.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County and Local ordinances.
- Responds to emergency situations.
- Performs other duties as assigned.
Graduation from high school or possession of a GED and five (5) years of experience supervising, coordinating, and scheduling employees.
A comparable amount of training, education and experience may be substituted for the minimum qualifications.
Must possess and maintain a valid driver's license at time of hire.
Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.
A Florida Department of Agriculture and Consumer Services (FDACS) Public Health Pest Control license must be obtained within six (6) months of appointment and maintained thereafter. This license requires the following test:
- Core Exam
- Public Health Pest Control (category exam)
The preferred candidate, having met the requirements, will have experience with mosquito control field surveillance and operations, Integrated Pest Management (IPM) practices, Lucity or similar work management software, and Microsoft Office Products (Word, Excel, and PowerPoint).
- Knowledge of and familiarity with all Federal, State and local laws associated with mosquito control including but not limited to Chapter 388, F.S.
- Knowledge of the practices and implementation of Integrated Mosquito Management, mosquito biology, control, and surveillance methods.
- Knowledge of mosquito control strategies, including source reduction, stormwater/drainage, control formulations and application, aerial operations, and mosquito habitats and species.
- Knowledge of effective supervisory practices and techniques and personnel management.
- Skilled in research, design, and operational field trials for mosquito control.
- Skilled in planning, scheduling, and overseeing day and nighttime mosquito control operations and staff.
- Skilled in coordinating surveillance and treatment of tidal wetlands and other mosquito production sites.
- Ability to participate in surveillance activities including deployment of traps and identification of collections.
- Ability to lead virus response, assess the situation, plan and schedule resources to appropriately respond and coordinate with Department of Health as required.
- Ability to plan, develop and implement outreach and educational programs pertaining to the local environment, integrated mosquito management, and mosquito-borne virus and disease and create educational materials, displays, and signage.
- Ability to supervise subordinate personnel, students, volunteers, etc., as required.
- Ability to meet and speak effectively with the general public, and to train direct reports and other personnel.
- Ability to make presentations at public meetings, schools, and professional meetings.
- Ability to work in the field under harsh conditions including but not limited to extreme heat, rain and flooding conditions.
- Ability to fly as a passenger in a helicopter for the purpose of conducting mosquito inspections in salt marsh and freshwater marsh environments.
- Ability to work around insecticides and herbicides and calibrate application equipment.
- Ability to communicate effectively, both orally and in writing.
- Ability to read working diagrams, schedules, and simple blueprints.
- Ability to understand and follow the County Merit System Regulations.
