GENERAL SUMMARY:
The Director of Housing oversees all of the operations of Covenant House New Orleans’ (CHNO) housing programs. The Director of Housing supervises the Care Center Manager, Case Managers, and Resident Advisors to develop and achieve individualized case plans for residents transitioning towards healthy, independent living. This position also ensures effective communication with both internal/external programs and departments to coordinate services for residents. The guidance and oversight provided by the Director of Housing is in accordance with the Covenant House Mission, Principles, and Core Values.
DUTIES & RESPONSIBILITIES:
(Responsibilities to include but not limited to the following)
Program Design, Implementation, and Oversight
- Manages and implements CHNO housing programs including developing and implementing programming; policies and procedures; operational functions including staffing and shift structures; risk management and incident response.
- Oversees program operational budget; completing weekly requisition/expense reports; managing monthly revenue/expenditures pertaining to rent, food, household supplies/equipment, youth activities and allowances.
- Collaborates with performance measurement and compliance staff to determine programmatic goals and metrics for the program, track progress, and make improvement and course corrections to the programs as necessary.
- Ensures that all program components meet regulatory and other requirements.
- Develops linkages with community organizations.
Leadership and Coaching
- Initiates and maintains positive, professional, and mentoring relationships with youth and staff in accordance with the Covenant House Mission, Principles, and Core Values.
- Promotes a peaceful, healing environment by utilizing the principles and practices of trauma-informed care and positive youth development in all aspects of work and youth engagement, including crisis prevention, intervention, and de-escalation.
- Ensures that Covenant House New Orleans (CHNO) is a welcoming, safe, and secure “homelike” environment for youth receiving services.
- Supervises, inspires, and supports Care Center Manager and ROP and Rapid Re-Housing (RRH) Resident Advisors and Case Managers in providing direct care, counseling, and other supportive services for residents.
- Leads weekly case reviews with Case Managers to evaluate each youth’s progress and address individual needs and concerns to help youth succeed in the program and transition to healthy, independent living.
- Exercises sound judgment in all cases in accordance with Covenant House principles and trauma-informed care.
- Supervises and develops a program team with a strong sense of accountability for achieving positive outcomes and compliance with CHNO policies and other entities' regulations and requirements.
- Monitor program operations for the Care Center, ROP, and RRH, including daily schedule, shift transitions, room inspections, onsite and offsite activities, Community Meeting, and other resources for youth.
- Provides information for fundraising proposals and other communication materials to support the program as needed.
- Flexibility, a willingness to be available by email or phone during off-hours, and excellent communication and problem-solving abilities are critical to successfully fulfilling the requirements of this position.
Management and Compliance
- Oversees and ensures high-quality day-to-day operations of CHNO’s emergency shelter and housing programs.
- Ensures and/or conducts audits of programs and takes a lead role in live audits with funders and other regulatory bodies.
- Oversees staff scheduling for the programs and maintains full program census as well as all associated reporting.
- Oversees, coordinates, and implements evidence-based models and other proven practices and identifies and meets the training and professional development needs of the staff.
- Collaborates with supervisors of specialty staff (mental health, education/employment, etc.) to ensure, that the needs of clients are being met and that clients are maintaining rent payments and housing stability.
- Effectively utilizes data and information systems to evaluate programs and inform decision-making and development of performance strategies.
- Assesses incidents, reviews the appropriateness of incident management, and ensures that all protocols are followed.
- Ensures that all child protection policies and processes are followed with complete accuracy and that the culture of the program focuses fully on child protection.
- Ensures that all case files (electronic and paper) are accurate, comprehensive, and up-to-date for all youth.
- Ensure accurate, up-to-date information in both electronic and paper case files on current and former residents in case management matrix, ETO, HMIS, and other data systems as required.
- Oversees the completion of and reviews appropriate documentation (i.e. progress and transition notes; significant event and critical incident forms; overnight and discharge planning, etc.).
- Maintains residents’ safety and security and assist in any medical or other emergencies.
- Ensures the prompt evacuation of the facility in the event of a fire/fire drill or other emergencies.
- Ensures that the daily cleanliness/appearance of the facility and grounds are maintained by both residents and staff.
- Maintains awareness of physical environment and submit Maintenance Requests as needed.
- Commits to continuous professional development and integration of training and tools into individualized tasks and responsibilities.
- Perform other job-related duties as requested.
Qualifications
EDUCATION, KNOWLEDGE, SKILLS & EXPERIENCE:
- Bachelor’s degree in social service or related field required. Master’s degree preferred.
- 5 years of professional experience, preferably in a residential/transitional living setting working with at-risk youth or special needs populations required.
- Prior experience working with youth who have experienced homelessness, trauma, or other emotional and behavioral challenges, using a trauma-informed approach required.
- Knowledge and/or relationships with other nonprofit organizations and HUD are strongly preferred.
- Knowledge of and experience with implementing evidence-based models is strongly preferred.
- Must have some flexibility in days/hours with the ability to stay late or work on weekends occasionally.
- Must be dedicated to the mission of CHNO.
- Ability to establish and maintain effective positive relationships with youth, staff, management, and outside contacts.
- Excellent oral and written communication skills; ability to communicate effectively with all levels of staff.
- Ability to organize effectively; to adapt to changing conditions; to exercise sound judgment in crisis situations; to supervise youth and maintain order; to exercise authority in an appropriate manner.
- Knowledge of Microsoft Word, Excel & PowerPoint
- Valid driver’s license or reliable and consistent mode of transportation
OR any combination of education, training and experience which provides the required knowledge, skills and abilities including but not limited to two (2) years of related work experience per one (1) year of college education equivalency in lieu of a completed undergraduate degree.
Salary : $60,000 - $69,992
