This position processes, prepares, and maintains a variety of the County’s Risk Management Programs including risk management planning, loss prevention, safety, insurance, and worker’s compensation activities. The position coordinates with the Risk Manager in ensuring compliance with state and federal laws and Cowlitz County policies and procedures. The position will manage the county’s training and learning management system. It is a position that requires building relationships with business partners and our constituents. The Risk Analyst will be expected to model the policies of the county and provide input for continuous improvement of those policies. Work in this position involves the use of independent judgement in analyzing problems and making recommendations on risk and safety issues.

The County:
Cowlitz County is a great place to live and work. The I-5 corridor runs right through Cowlitz County providing quick access to the Vancouver, Washington and Portland, Oregon metropolitan areas.
The Risk Analyst will be Required:
- To manage the administration of training programs to County Departments on safety and risk management and other required compliance topics, especially delivering training to new hires. This will be accomplished in part by engaging our third-party training partner, which is currently NeoGov. NeoGov and Risk Management will manage safety and other trainings and the associated records such as anniversary dates, certifications, and audits to ensure the appropriate resources are available to deliver and schedule training.
- To also coordinate training and scholarship opportunities for county personnel provided by WRCP and other partnerships.
- To provide subject matter assistance and will work in coordination with departments of the County to ensure safety and risk management needs are being met.
- To maintain worker’s compensation files, mandatory records and logs, and oversee mandatory worker’s compensation postings. The Risk Analyst will gather SIF2 data from Laserfiche, paper, and current files to compile them into one record. Will assist in return-to-work documentation and implementation with involvement by the County’s third-party administrator.
- Develop and update County risk and safety policies and procedures.
- To assist with safety assessments such as ergonomic and policy audits.
- To assist the Risk Manager in ensuring insurance coverage is provided as required by other departments in relation to contracts, and vendor management. Will help maintain certificates of insurance for county departments and vendors including renewal of these.
- To assist in gathering and organizing information for completion of underwriting.
- To assist the Risk manager in recording and communicating with county officials about tort claims as they are filed. Participate in arbitrations and mediations as required and coordinate claims management activities with claimants, attorneys, investigators, insurance companies and other parties of interest as required.
- To manage and or participate in special projects or other duties as requested.
- To generate reports to manage the coordination and administration of data gathered by Risk management office.
- Maintain confidential information and perform data analysis in alignment with county policies and procedures, supporting quarterly reporting and annual audit requirements.
- To attend departmental meetings, safety committee meetings, and other staff meetings.
- To attend skill improvement trainings or other mandatory trainings as assigned.
- To participate in regular communications with the Risk Manager to be sure that the expectations of the position are clear and that tools and information are available to complete assignments.
- Add Demonstrated ability to develop Requests for Proposals (RFPs), review vendor contracts, and effectively present analysis and recommendations to leadership and the Board of County Commissioners (BOCC).
- Proficient in developing and delivering monthly slide presentations that clearly communicate key findings, data insights, and actionable recommendations to leadership and the Board of County Commissioners (BOCC).
- Perform other duties as assigned.
- Bachelor’s degree in business or public administration or related field and/or (3) years of experience in any one or combination of safety, risk, financial planning, medical assessments or triage, legal secretary or paralegal work, L&I case management, contract negotiation or employee management. Or, a combination of education, training and experience, which would provide the necessary skills and abilities to perform the job as determined by the department.
- Safety experience includes working knowledge of OSHA/WISHA, workers compensation, safety policies, mitigation measures, and significant incident reporting and root cause analysis. Risk management includes loss control practices, statistical and analytical data collection and analysis and/or risk mitigating standards and practices.
- Knowledge of insurance and legal processes as it relates to insurance policies and safety.
- Ability to work and operate a personal computer. Experience with Windows 10 and Microsoft Office.
- Possess and maintain a valid driver’s license, with a good driving record.
