Description/Role
Department Information: Permit Arlington is the County's enterprise-wide initiative to support the County's building and land development and permitting activities. The Permit Arlington program includes a portfolio of COTS (Commercial-off-the-Shelf) and custom-developed business applications that support this initiative including the licensed Accela Civic Platform and OnBase ePlan.
Overview: The Permit Arlington project team is responsible for the design, implementation, configuration, maintenance, and support of the COTS solution. Reporting to the Program Manager, the Business Analyst is responsible for facilitating discussions that leverage information from County subject matter experts, business leads and directors; and for documenting system requirements in the County’s preferred format, through analysis of the complete end-to-end business process and solution design for this enterprise initiative.
Responsibilities of the Business Analyst include:
Developing and maintaining comprehensive knowledge of current and future business processes;
Leading and facilitating business process discussions with business subject matter experts and other functional resources;
Participating in the optimization of business processes consistent with project scope;
Providing functional design recommendations for the project, specific to the Accela Civic Platform and its integrated OnBase ePlan electronic plan review component;
Developing and maintaining knowledge of Accela Civic Platform, and bringing this technical expertise to functional discussions with business users;
Communicating solution design and business process decisions to all involved parties;
Defining and formally documenting complex and detailed business processes, business requirements and workflows in the County’s preferred format for the development team;
Prioritizing user and functional requirements;
Validating product functionality according to requirement specifications;
Supporting functional demos, user acceptance testing and end-user training programs
Skills/Experience Required
Experience and qualifications: The successful candidate will have a bachelor’s degree in business, information technology, systems engineering or related fields with substantial experience in the field of permitting, zoning, site plan, engineering, plan review, and/or other related activities. In addition:
Experience with SaaS solutions and configurations;
Experience with local government;
Ability to learn Arlington County business operations and line-of-business environments related to building, land development and permitting;
Excellent written and verbal communication skills, with the ability to mediate and resolve conflicting issues/requirements;
Excellent interpersonal skills with the ability to collaborate with colleagues and superiors to build consensus and develop understanding;
Sound systems analysis skills, with the ability to identify issues, drive resolution efforts, and deliver results;
Strong knowledge of data and process modeling, and analytical and problem-solving skills
Strong preference will be given to applicants with experience in one or more of the following:
Accela Civic Platform or other platforms related to land development permitting;
Building and Zoning codes and regulations and/or other land development permitting activities
