Job Title: Technical Project Manager 4

Job Summary: The Technical Project Manager 4 manages and ensures the timely completion of discrete technical or operational projects. This role involves establishing technical requirements for the project, defining project deliverables, budgets, and schedules, and overseeing the project team in the planning, tracking, and executing the project from initiation to completion. Projects are related activities needed to produce specific products or services to meet customers’ requirements. Projects develop work packages that define what will be accomplished to meet specific programmatic needs and make the work products defined by the work packages. Projects are finite, with a definite beginning, middle, and end. The customer may be an external body, such as a federal agency, or an internal organization within the Laboratory. Projects are typically a subset of and funded by a Laboratory program but (rarely) may be stand-alone and separately funded.

Duties & Responsibilities:

  • Manage and ensure the timely completion of technical or operational projects.
  • Establish technical requirements for the project.
  • Define project deliverables, budgets, and schedules.
  • Oversee the project team in planning, tracking, and executing the project from initiation to completion.
  • Develop work packages that define what will be accomplished to meet specific programmatic needs.
  • Produce the work products defined by the work packages.
  • Coordinate with customers, whether external bodies or internal organizations, to ensure project requirements are met.
  • Monitor project progress and adjust as necessary to ensure successful completion.
  • Report on project status to stakeholders and management.
  • Develop and nurture effective high-level internal and/or external customer relationships.
  • Ensure compliance with technical standards and regulations.
  • Document baseline reports and change control actions.
  • Provide expert-level knowledge and consultative experience in all aspects of project management.

Skills & Work Experience:

  • Minimum of a bachelor’s degree and at least twelve (12) years of relevant experience or an equivalent combination of education and experience.
  • Expert-level knowledge of project management principles and methodologies.
  • Extensive experience developing project plans, work breakdown structures, and work packages.
  • Proven ability to manage scope, schedule, budget, and technical baselines.
  • Strong problem-solving skills and ability to address complex issues.
  • Excellent organizational and multitasking abilities.
  • Strong communication and interpersonal skills.
  • Proficiency in project management software and tools.
  • Experience in documenting baseline reports and changing control actions.
  • Ability to work effectively with senior management and stakeholders.

Preferred Qualifications:

  • Advanced degree in a relevant field.
  • Project Management Institute (PMI) certification or equivalent.
  • Experience working in a laboratory or technical environment.
  • Familiarity with federal agency project requirements and processes.
  • Demonstrated ability to manage multiple complex projects simultaneously.
  • Strong leadership and mentoring skills.
  • Excellent oral and written communication and presentation skills.

Job Type: Full-time

Pay: $132,445.00 - $150,000.00 per year
