Job Summary

This position is located in the D.C. Department of Corrections (DOC), Office of Health Services Administration. The Nurse Consultant is responsible for providing auditing oversight of the medical services to residents at the Central Detention Facility (CDF), Correctional Treatment Facility (CTF) and the Central Cell Block for arrestees.

This position serves as a clinical liaison which includes monitoring services for thorough analysis, evaluations, quality management processes and compliance assurances of resident medical service provisions.

Duties And Responsibilities

Reviews and analyzes complex medical records from various public and private service delivery sources to glean relevant information and data. Evaluates the Electronic Medical Record (EMR) to help determine the effectiveness/appropriateness of medical care and other services according to established benchmarks. Interacts with various governmental and private agencies to assess existing protocols and determines the level of collaboration and coordination in services delivery. Reviews all aspects of medical and mental health care, both internally and externally.

Develops report of findings and recommendations as a part of Occupational Safety and Health Administration (OSHA) responsibilities. Interprets, clarifies, and articulates knowledge of the Health Insurance Portability and Accountability Act of 1996, (HIPAA), National Commission on Correctional Health Care (NCCHC) and American Correctional Association (ACA) standards to ensure compliance. Provides quality management and performance improvement analysis and serves as a clinical point of contact for Health Services Administration. Leads collaborative joint audits with the healthcare vendor on all compliance measures in accordance with the Master Audit schedule.

Qualifications And Education

Possession of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field

OR

At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor’s degree, or master’s degree from a professional nursing educational program.

Licenses and Certifications

Must possess and maintain current licensure as a Registered Nurse in the District of Columbia, throughout employment.

Must possess and maintain a valid Driver’s License throughout employment.

Working Conditions/Environment

Work is performed in an office setting.

Other Significant Facts

Tour of Duty: Monday – Friday 8:00 a.m. to 5:00 p.m. Must respond in twenty-four (24) hours and/or return to duty as required.

Pay Plan, Series and Grade: CS-0343-11

Promotion Potential: No known potential.

Duration of Appointment: Career Service – Regular Appointment.

Collective Bargaining Unit: This position may be covered by a collective bargaining agreement. You may be required to pay an agency service fee through payroll deduction.

Position Designation: This position is designated as a Safety Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). This position is also subject to mandatory pre-employment and random Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.

A TB Test is required prior to entry on duty.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
