Duties

  • Plans, circulates and analyzes threat to security programs and serves as an Agency focal point and expert technical advisor on threats to Antiterrorism (AT), Physical Security, Information Security and Operations Security and Insider Threat Program.
  • Analyze data from Information Systems to determine threats emanating from both the deliberative and the unintentional compromise of agency infrastructure.
  • Provides program oversight and administers policies, practices, and metrics that reflect the security posture of DFAS.
  • Interprets guidance and provides definitive technical advice and assistance to local security specialists and senior authorities regarding the establishment and implementation of comprehensive security programs.
  • Compiles insider threat information from all force protection sources; provides technical advice and assistance to local security specialists and senior authorities regarding comprehensive insider threat mitigation program / cell.
  • Collects program data and submits required reports; conduct routine reporting on insider threat program status including accomplishments, risks, goals and challenges;

and conducts risk assessments to inform and shape the program focus.

  • Registered for Selective Service (males born after 12-31-1959)
  • Suitable for Federal employment
  • Time after Competitive Appointment : Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment.

Failure to maintain security eligibility may result in termination.

  • Obtain / Maintain Tier 1, "DoD Security Accreditation and Certification", In accordance with Department of Defense (DoD) Manual 3305.13-M.
  • The incumbent is required to attain the Security Fundamentals Professional Certifications within two (2) years of entry on duty.

Certification must be maintained in accordance with program rules.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience Is Defined As :

Demonstrating analytical, planning, advisory, operational, or evaluative work that has as its principal purpose the development and implementation of security policies, procedures, standards, training and methods related to at least three of the following force protection program types : Antiterrorism, Operations Security, Physical Security, Insider Threat, or Information Security.

Time-in-Grade :

Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS- 11 or higher grade in Federal Service.

Education

GS-12 Substitution of Education for Experience :

Education is not substitutable for specialized experience at this grade level.

The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
