Job Description

Expert advisor/liaison. Assists and advises on the development of training programs (concepts, objectives, and directives), analysis of performance, changes in tactical doctrine, fielding or operations of new or existing training associated equipment.

Essential Duties and Responsibilities include, but are not limited to the following:

  • Assist and advise the Unit Commander/Director of Operations/Chief of Training/Chief of Standardization and Evaluation on the conduct of operations, training, and standardization/evaluation programs and higher headquarters directives.
  • Participate in the development, implementation, analysis, and update of operational, evaluation, training and exercises. This includes planning, coordination, liaison, administration, conduct, briefing, debriefings, and documenting.
  • Serves a primary interface between operations and maintenance personnel supporting simulator and DMO activities and associated equipment.
  • Serves as the primary unit liaison with the DMO lead at ACC/A3C, Langley AFB, VA and other principles/functional managers as identified.
  • Serves as advisor for the CRC DMO, DMO Portal simulation systems and interface to associated mission training systems (AN/TYQ-23, AN/TSC-147, AN/TSQ-235, and AN/TPK-1).
  • Assist and provide guidance in troubleshooting DMO system problems and anomalies. Identify and document any system or software support problems that are beyond local ability to resolve.
  • Facilitate and represent the unit at training meetings/conferences/workshops, and provide a trip report within 5 days following any travel.
  • Assist squadron personnel with trend analysis of academic examination results. Identify faulty questions and deficient instructions.
  • Review learning objectives and materials to ensure they align with Stan/Eval requirements.
  • Upon changes in operational tactics, techniques, and procedures, review and recommend training and Stan/Eval product changes. Products include Master Question File (MQF), Mission Crew Aids, Performance Evaluation Criteria (PEC) and written tests.
  • Review current and new directives IAW requirements and complete changes to operations duty positions checklist.
  • Train operators in how to best utilize simulator equipment in the development of scenarios and data bases.
  • Obtain communications and integration training at Distributed Missions Operations Center (DMOC) or other locations to understand communications, data link, and simulation needs for various exercise configurations. Basic understanding of the DMO Portal equipment and function is required, but sustainment and maintenance will be conducted under a separate specialized contract.
  • Unit DMON expert (site standards, setup procedures, security, operation and troubleshooting, etc.) for external C2 DMO events including daily training with a single weapons system, specific C2 platform scenarios, exercises including joint integration training, Virtual Flag exercises, and other evolving multi-platform large force DMO specific mission training scenarios.
  • Coordinate with squadron for site preparations to accommodate simulator, DMON, and other distributed mission training systems installations that interface into the simulator concept in accordance with system standards and guidance.
  • Monitor, assess and advise on simulator modifications and upgrades.
  • Support all CRC DMO squadron training to unit personnel. Focal point for scheduling squadron DMO operations (small team, inter-team daily training, recurring warfighter focused large force employment (LFE) events, and virtual exercises) and the primary interface between operations and maintenance personnel supporting simulator and DMO activities.
  • OPR for site integration of DMO systems into simulator systems.
  • Facilitate DMO Network (DMON) certification coordination, testing, and required supporting documentation to achieve accreditation.
  • Coordinate with squadron for site preparations to accommodate simulator, DMON, and other distributed mission training systems installations that interface into the simulator concept in accordance with system standards and guidance.
  • Coordinate with DMO Operations and Integration (O&I) representatives for the initial and follow-on DMO Network (DMON) site surveys and Air Reserve Component Network (ARCNET) site surveys.
  • Develop /update the site System Security Accreditation Agreement (SSAA) as defined in the Defense Information Technology Security Certification and Accreditation Process (DITSCAP).
  • Prepare the site Federated System Test Plan (FSTP) followed by the associated site Federated System Test Report to reviewing officials.
  • Assist the squadron Security Manager and Security Forces in developing/updating squadron site security plan to address security issues associated with simulator and DMON and ARCNET standards.
  • Monitor, develop, and document site cabling installations and pathways associated with site DMO and simulation communications and data circuits.
  • Attend Standards Development Working Group (SDWG) and Virtual Flag (VF) to become familiar with the integration of the C2 mission essential task list into DMO training events.
  • Unit DMON and ARCNET expert (site standards, setup procedures, security, operation and troubleshooting, etc.) for external C2 DMO events including daily training with a single weapons system, specific C2 platform scenarios, exercises including joint integration training, Virtual Flag exercises, and other evolving multi-platform large force DMO specific mission training scenarios.
  • Obtain communications and integration training at Distributed Missions Operations Center (DMOC) or other locations to understand communications, data link, and simulation needs for various exercise configurations.
  • Assist in the development of scenarios and databases for operator training.
  • Coordinate all DMON and ARCNET activities as site Ops instructor for all daily/weekly/monthly simulation activities (unit and DMO level) and work directly with the Operations Training Specialist to develop, schedule and support DMO training opportunities within squadron training plan.
  • Analyze student test question responses resulting in a comprehensive summary of individual, class, and group performance using criterion-referenced and using norm-referenced evaluation methodologies. Process shall include reports for rank-order grades, percentile rank grades, and percentile-group grades. Refer to AFMAN 36-2236 for guidelines.
  • After delivery to field, perform an evaluation of interactive courseware to validate the effectiveness of student performance.

Education and/or Experience

  • Required: 1) Five years instruction/education experience within TACS as an operator and working with simulation equipment and/or virtual technologies; 2) Three years’ experience with AN/TYQ-23 (any version) operations; 3.) At least five months experience on a BC-3/TDF based ground C2 system. (i.e., Korea, Weapons School, or deployed CRC); 4) Associate’s degree; 5) Four years’ experience in design, development and execution of exercises/evaluations; 6) Practical experience operating simulation equipment and in scheduling exercises.
  • Desired: 1) Bachelor’s degree; 2) Group level or above staff experience; 3) Experience with the conduct of SAVs; 4) Practical experience working with Control and Reporting Center (CRC) Simulation Package; scheduling and setup of simulation equipment for exercises.

Language Skills

Must have the ability to read, analyze, and interpret the most complex documents. Will be required to respond effectively to sensitive inquiries and complaints. Must be able to generate effective oral and written presentations and proposals on complex subjects.

Mathematical Skills

Must be able to calculate figures and amounts, and percentages, and to draw and interpret graphs.

Reasoning Ability

Must be able to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable.
