CONSTRUCTION PROJECT SPECIALIST I 

ENTRY LEVEL SALARY: $45,798-- FULL-TIME

OFFICE LOCATION: DOVER

DESCRIPTION:

The primary job responsibilities of the Construction Project Specialist I include supporting the development team in the tasks necessary to finance, construct, and operate both new construction and rehabilitation housing projects financed by Low Income Housing Tax Credits (“LIHTC”), the Housing Development Fund (“HDF”), the Federal HOME Program (“HOME”), and/or other Federal Housing funding programs.

 

This is a non-state, entry level position that assists the Development Section with contract administration and construction loan management. This position reports to the Housing Development Administrator. Qualified candidates will be expected to learn the construction process from project design planning through project close-out by building proficiency in DSHA’s existing programs, policies, and procedures; reviewing project documents; and monitoring the construction process.

 

RESPONSIBILITIES:

  • Assist with the review of project plans and specifications.
  • Assist with the review of change orders, submittals, and RFIs.
  • Assist with the review and evaluation of bids for financial feasibility and consistency with proposed work.
  • Assist in monitoring construction for consistency with executed due diligence documents and threshold deadlines.
  • Assist with the review of construction draw request and change order documentation, and process funding approvals.
  • Organize and facilitate the distribution of construction due diligence documentation and maintaining internal checklist(s).
  • Responsible for collection of Federal and State funding reporting documentation including, but not limited to, Section 3; Minority, Women, and Veteran Business Enterprises; Davis-Bacon wage requirements; on-site interviews; and payroll reviews.
  • Attend monthly draw and progress meetings.
  • File Management, scanning, sending packages, and occasional hand-deliveries to third party clients and vendors.
  • Special projects and other duties as assigned.

 

MINIMUM QUALIFICATIONS:

  • Associate degree in real estate development, business, construction, or a related field or 2 years demonstrated experience in real estate development, construction, or a related field or a combination thereof.
  • Proficient computer skills, especially Microsoft Suite.
  • Real Estate Development knowledge such as pro form as a plus.
  • Construction knowledge such as cost estimates and ability to interpret blueprints a plus.
  • Excellent verbal and written communication skills.
  • Motivated, detail-oriented, and highly organized with effective analytical and problem-solving skills.
  • Ability to work well with others in a team environment; able to work with colleagues remotely.
  • Ability to work with time sensitive material, prioritize conflicting assignments, work independently, and meet multiple deadlines.

 

THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING.
