What are the responsibilities and job description for the INFORMATION TECHNOLOGY MANAGER II position at Department of Health Care Services?

Under the administrative direction of the Chief, Medi-Cal Enterprise Systems Modernization Division (MESMD), the Assistant Division Chief assists in the planning, implementation, coordination, evaluation, and management of the Department of Health Care Services (DHCS), Enterprise Technology Services (ETS), MESMD. The incumbent supports the operational functions of MESMD, providing guidance to leadership and management in the MESMD. The incumbent works with the MESMD Chief as well as the Branch Chiefs to ensure that MESMD administrative functions are executed effectively and efficiently, in particular the planning and management of MESMD’s expenditures, workloads, and human resources. The incumbent is responsible for supporting the development, submission, and management of Advance Planning Documents (APDs), Budget Change Concepts (BCCs), Budget Change Proposals (BCPs), Financial Analysis Worksheets (FAWs), and other expenditure planning and tracking documentation for enterprise efforts impacting MESMD workloads and resources.

The Assistant Division Chief plays a key role in long-term strategic planning, coordinating future project and operational work efforts, and ensuring that Medi-Cal and related DHCS initiatives undertaken by MESMD are properly resourced, compliant with federal and state regulations, and aligned with departmental goals and objectives. The incumbent also monitors ETS program-wide activity to ensure MESMD division goals and objectives are accomplished, as directed by the Division Chief, MESMD.

The Assistant Division Chief, MESMD is a member of the ETS Senior Leadership. This position is subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually by April 1, and upon leaving office.

The salary offer for this position will start in the lowest range. State salary negotiations are only viable for selected candidates who can demonstrate ability to command more than the starting rate in a comparable position.

Working Conditions

DHCS has embraced a hybrid work environment. Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule per DHCS's Telework Policy, in accordance with Government Code Sections 14200-14203.

Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California.

Should the incumbent ever need to report to an office, they will need to report to a DHCS office located in Downtown Sacramento.

1. Experience in Strategic Planning and Future Project Coordination
  • Describe your experience in leading strategic planning efforts for large-scale IT projects.
  • Provide examples of how you have shaped project roadmaps, managed resource allocation, and identified and mitigated risks.
  • Highlight any work coordinating future IT workloads, projects, and resources with cross-functional teams and senior leadership.
2. Experience with APD and BCP Development and Oversight
  • Provide examples of your experience preparing Advance Planning Documents (APDs) and Budget Change Proposals (BCPs) for large IT initiatives.
  • Describe how you worked with internal and external stakeholders to ensure documents were compliant and submitted on time.
3. Experience with Vendor Management, Contract Management, and Staff Resource Management
  • Provide examples of your experience managing vendor relationships.
  • Describe your role in overseeing contracts and ensuring they aligned with organizational objectives.
