Job Opening: MassDEP seeks applicants for the position of Environmental Analyst III.


GERNERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Under the direction of Environmental Analyst VI the incumbent performs all coordination duties necessary for the successful operation of the Waiver Program, the Consumer Confidence Report Program (CCR), Selected Inorganic Monitoring Program, e.g. Sodium, the Awards Program, the Public Notice Program, State Newsletter called In The Main, communication and outreach materials and other jobs when presented.


DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

1. Coordinate and manage the statewide CCR program to meet all federal and state requirements.

o Act as a liaison to U.S. Environmental Protection Agency for the CCR program.

o Draft and coordinate all regulation amendments.

o Update the CCR guidance (Appendix M) to reflect any EPA changes and/or Drinking Water Program modifications.

o Oversee the Non-community CCR Program.

o Generate and mail the annual Transient Non-Community CCRs.

o Coordinate annual CCR compliance and enforcement.

o Track statewide regional staff compliance and enforcement activities.

2. Coordinate and manage the Public Notification (PN) Program to meet all federal and state requirements:

o Assist with drafting and coordinating all regulation amendments.

o Update the Standard Operating Procedure (SOP) as needed

o Provide training and technical assistance to Public Water Suppliers, consumers, and staff on PN program as needed.

o Act as liaison to EPA for the PN program.

3. Coordinate and manage selected Inorganic Monitoring Programs, e.g. Sodium, Mercury

o Update the Standard Operating Procedure (SOP) for all coordinated selected inorganic contaminants. E.g. Sodium, Mercury,

o Assist with drafting and coordinating all regulation amendments.

o Provide technical assistance to Public Water Suppliers, consumers, and staff on selected inorganic contaminants program as needed.

o Act as liaison to EPA for the selected inorganic contaminants. E.g. Sodium, Mercury

4. Coordinate and manage the Monitoring Waivers Program:

o Update the Standard Operating Procedure (SOP) as needed

o Assist with drafting and coordinating of any related regulation amendments.

o Coordinate the waiver program in accordance with the SOP.

o Provide technical assistance to staff, Public Water Systems, and consultants as needed; documenting all programmatic decisions in

the SOP.

o Act as liaison to EPA for the waiver program.

o Respond to requests for information on the waivers program within 10 days.

5. Coordinate and manage the production editing, and design of In The Main (ITM) newsletter and provide oversight for any other DWP outreach material:

o Coordinate preparation and produce up to 26 issues each year in accordance with the SOP.

o Coordinate, prepare and produce, quarterly, a special TNC issue

o Solicit, edit articles and evaluate comments received in review process using the Associated Press Stylebook as the standard

reference and DWP Director’s review and DWP Communication Outreach and Training Team guidelines.

o Make ITM available as an electronic version (PDF and Word) for the department’s website and limited printed copies for regional use.

o Update the ITM catalog and post on web within one month after publication of each issue.

6. Coordinate and manage the Public Water Systems Annual Beyond Compliance Awards Program and DWP and PWS compliance support publications:

o Update the Standard Operating Procedure (SOP) as needed.

o Work with DWP data manager to keep annual awards compliance data queries up to date and prepare list of awardees.

o Coordinate annual meetings with other water organizations partners to produce a DW Day celebration during the first week in May.

o Attend and help coordinate on event day.

o Design and produce various DWP emails and letters, brochures, pamphlets, flyers on an as needed basis.

o Assist with press releases as requested by supervisor and in conjunction with the SOP of the Public Affairs Office.

o Send out program director email messages as needed.

o Coordinate the generation of a weekly Twitter Tweet for DWP to be provided to the Public Affairs Office.

o Oversees the Well Driller staff in the design and production of the Well Driller’s Newsletter.


Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
