As part of The Department of Professional and Occupational Regulation (DPOR), you will play a critical role in the economic vitality of Virginia by helping qualified people start businesses and work in their chosen fields. DPOR is an executive branch agency under the Secretary of Labor for the Commonwealth of Virginia. Our regulatory boards are comprised of practitioners and citizens appointed by the Governor and are responsible for regulating certain professions and occupations, ranging from architects and contractors to cosmetologists and professional wrestlers. We protect the public by verifying minimum competency, investigating complaints, and upholding professional compliance with state laws and regulations.

This position will manage the day-to-day operations for the real estate, real estate appraiser and fair housing education programs. Serve as the regulatory administrator for the Real Estate Board, Real Estate Appraiser Board, Fair Housing Board, Common Interest Community and the Cemetery Board. Supervise assigned staff to ensure efficient and effective operations. Serve as a liaison to internal department sections. Ensure that staff is fully trained to process applications and related documents, and to provide accurate information to customers; make accurate and timely application and telephone call evaluations; maintain complete and accurate records; and provide a high level of customer service, and ensure the section is adequately staffed to meet operational demands. Represent the boards and the agency at meetings of trade organizations, consumer groups and other government agencies throughout the Commonwealth. Provide technical knowledge on regulatory packages regarding assigned programs. Interpret, implement, and apply complex regulations and laws.

TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 90 days before a specific telework schedule may be submitted for consideration.

Minimum Qualifications

  • Knowledge of laws, regulations, and the procedures associated with the regulation of professional occupations, administration
of examinations, and the adjudication of disciplinary cases
  • Ability to work independently, to instruct staff, and to establish effective working relationships with a variety of groups,
individuals and agencies
  • Ability to use supervisory skills to train staff and assure proficient performance
  • Knowledge of licensing process and agency computer systems and software
  • Ability to direct and to support the administrative activities of boards with complex regulations and operating procedures
  • Ability to manage and conduct meetings, studies and investigations
  • Ability to understand, interpret and convey complex laws and regulations
  • Ability to develop policies and procedures, to draft and implement legislation and regulations, and to identify and analyze
problems and formulate solutions
  • Excellent oral and written communication skills including the ability to testify on legislation before committees and
subcommittees through the use of effective public speaking or presentation skills
  • Experience in determining eligibility of applicants to participate in programs or to obtain licenses/certifications


Additional Considerations

  • Professional managerial and supervisory experience preferred
  • Knowledge of Virginia’s regulatory environment and processes preferred
  • Experience supervising multiple individuals with diverse responsibilities and a high-volume workload and call center in a regulatory environment preferred.
