What are the responsibilities and job description for the OUTSIDE PLANT ENGINEER position at Development Authority of the North Country?
The successful candidate will live and work in New York State, with frequent day travel to Watertown and other areas within our service region.
Job Summary: The Outside Plant Engineer provides 24x7x365 “hands-on” OSP technical support for the Open Access Telecommunications Network. The Outside Plant Engineer will provide route design and cost estimates to support Business Development. It is expected that the Outside Plant Engineer has the ability to troubleshoot all outside plant related issues in the network regardless of complexity. This position will also be responsible for general Central Office and remote facility system issues related to switching, AC Power, HVAC, access control and fire suppression system issues. The Outside Plant Engineer will work as part of a team consisting of other members of the Telecommunications Division.
Duties/Responsibilities:
- Provide 24x7 customer support by participating in on-call rotations and responding to call-outs to assist all telecommunications customers, typically being on-call for two consecutive weeks every 12 weeks.
- Assist in the identification and development of OSP network physical routing.
- Conduct GIS data collection and work closely with Authority GIS employees.
- Coordinate, schedule and conduct make-ready survey rides with incumbent pole owners and attachees.
- Act as point of contact for make-ready related requirements with pole owners.
- Act as Telecom Field Inspector for the purpose of monitoring and reviewing contract work operations.
- Assist in the development of construction estimates for new and re-arrangement builds.
- Assist with optical design for new construction and update fiber records in 3-GIS, Filemaker, and the route schematics.
- Represent the Authority Telecommunications Division in local, county and state Department of Transportation related field meetings and reviews.
- Administrative duties including, but not limited to time reporting, service order administration and asset management system administration for all optical fiber network elements.
- Perform related duties to support the overall operations and objectives of the Authority.
Qualifications (Knowledge, Skills and Abilities):
- Knowledge of standards and procedures required to design and maintain a carrier-class optical fiber network is required for both aerial applications and underground network designs.
- Knowledge of Telcordia, National Electrical Safety Code (NESC) construction practices and local permitting practices.
- Skills in computer-based applications including large database programs and Microsoft Suite.
- Skills in communication, time-management, and organization.
- Ability to follow policies and procedures.
- Ability to work with a positive attitude and possess reliable transportation.
Education:
- Bachelor’s Degree in Telecommunication, Information Technology or similar field is required.
Professional Certification/Licenses:
- None required.
Experience:
- Five years of experience of telecommunications, including OSP design and hands-on involvement in the deployment, maintenance, and restoration of optical fiber networks.
- An equivalent combination of education, training and experience may be acceptable.

Minimum Driver’s License: Class D NYS regular operator
Travel Requirements: Frequent day travel in service area, some overnight travel.
Typical Work Schedule: Regularly works Monday through Friday during normal business hours and requires willingness to work a flexible schedule when needed, and on a rotational bases, on an On-Call schedule.

Salary : $69,350 - $83,220
