What are the responsibilities and job description for the Payroll Administrator position at Diamond Surface Inc?

We have been in the heavy highway construction business, focusing on concrete grinding, repair, and sealing, for 30 years. We are a rapidly growing, team-oriented company looking to add a payroll specialist to our office in Rogers, MN. This position will report to the CFO and must have knowledge of the entire payroll process, which includes an understanding of federal and state wage regulations, payroll calculations, submitting quarterlies and certified payroll.
DUTIES & RESPONSIBILITIES:
- Enters new employees and job information into payroll system.
- Responsible for accurate and timely weekly processing of payroll for approximately 100 employees.
- Responsible for processing certified payroll for multiple states and reporting to prime contractors and government entities.
- Prepares required tax filings and other reporting.
- Reviews, analyzes, verifies, and reconciles payroll reports and documents for accuracy and makes necessary adjustments and corrections.
- Enters prevailing wage(s) into payroll system and assigns rates to appropriate jobs.
- Understands FLSA regulations, payroll tax laws, and garnishment calculations.
- Administers employee benefits including health, dental and life insurance.
- Responds to requests for employment verification and ensures employee payroll questions are answered promptly.
- Works with union representatives (as needed) to process required payment of union dues.
- Facilitates audits by providing records and documentation to auditors as needed.
- Will be main point of contact when entering the office and will assist with answering phones, scanning, ordering office supplies and other tasks as they arise.

QUALIFICATIONS/JOB SKILLS:
- Accuracy and attention to detail is a must.
- Strong time management, analytical, problem solving and organizational skills.
- Demonstrates a positive attitude and can act as a team player in our small office.
- Knowledge of Foundation Software a plus.

ADDITIONAL REQUIREMENTS
- Regular, in-person office attendance.
- Flexible hours between 8:00am and 5:00pm
- Degree in accounting, business administration or related field preferred.
- Minimum of three to five years of related experience.
