Civil Engineer

Incumbent works under the direction of the County Engineer or designee, performing civil engineering work for major traffic, transportation and related projects.

• Manage project teams through the development of concepts, studies, designs, construction plans, and estimated costs.
• Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
• Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
• Perform engineering design review (e.g. internal, consultant, developer) ensuring all federal, state, and local standards and policies are followed, noting issues and remediation steps.
• Review preliminary studies and cost estimates (e.g. objectives, site preparation, design, other factors).
• Serve as project manager, managing project from inception to completion (e.g. site visits, collaborating with contractors and consultants) ensuring proper safety protocols.
• Review and approve pay requests and finalization of projects.
• Resolve technical issues and approve or reject change orders and design modifications.
• Prepare project status summary, develop project milestones and final inspections.
• Prepare Right-of-Way plans, tract maps and property descriptions for use in the acquisition of property and easements for roadway construction projects.
• Analyze traffic pattern studies and results developing transportation and traffic control measures.
• Review requests for traffic control or calming measures and develop recommendations based on analysis of the situation.
• Present proposals and assist in presenting to the County Board.
• Recommend policy and procedure changes based on advances in civil engineering field.
• Perform technical research and give reliable advice on engineering problems.
• Act as a lead/resource in a technical specialty (e.g. traffic engineering, geotechnical engineering, construction engineering).
• Coordinate the development of federal and state aid projects with the Nebraska Department of Roads and Federal Highway Administration.
• Prepare and maintain records, reports, and other department documents.
• Provide input on the annual budget for road and bridge contracts, traffic, and equipment operation.
• Coordinate the updating and production of County maps and ¼ section drawings.
• Manage and oversee storage, maintenance, and retrieval of official records including road, bridge, and culvert records (e.g. surveys, plats, construction plans, as-built drawings, resolutions, Sanitary and Improvement District plans).
• Coordinate the drafting review of preliminary and final plats.
• Safely operate a motor vehicle when required to travel on County business.
• Report to work with regular, consistent attendance.
• Perform other duties as directed and assigned.

• Bachelor's degree from an accredited college or university in Civil Engineering, Transportation Engineering, or other engineering field required.*
• Five (5) years of Civil Engineering experience in large scale transportation required.*
• Professional Engineer (PE) in the State of Nebraska required upon hire or obtained within six (6) months of hire.
• Valid driver's license and own transportation upon hire and maintained throughout employment required.
• Completion of a pre-employment criminal record check and conditional offer drug screen required.
• *Equivalent combination of work experience and education may be substituted for requirements on a year-for-year basis

• Work is generally performed in an office setting and occasionally outdoors in various locations. Noise level is moderate to loud. Work also requires the ability to frequently lift and/or carry objects weighing up to 25 pounds and occasionally up to 50 pounds.
• Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color, and peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
