The Manager of Community Outreach at Downtown Partnership of Baltimore (DPOB) is responsible for engaging stakeholders, building collaborative partnerships, and partnering with internal and external departments and agencies. Daily operations consist of providing various services to homeless individuals within the Downtown Management District.
As part of the Community Outreach team, this manager position builds relationships with colleagues, relevant agencies, and operations team members to improve the situation of homeless individuals by navigating and supporting available community service to improve their quality of life.

Responsibilities and Essential Functions:
- Develop and monitor DPOB team protocols for effectiveness when supporting street-dwelling homeless individuals.
- Make connections with individuals experiencing homelessness, build trust and help them access the services they want so they can end their homelessness.
- Acts as the “eyes and ears” for the homeless community, as the liaison between the homeless community and city and county agencies.
- Works to locate housing and services for Downtown homeless populations.
- Enter information and data into the Homeless Management Information System (HMIS) and be able to utilize the Coordinated Entry System (e.g. case notes), while maintaining appropriate confidentiality of client information.
- Attends meetings with other stakeholders, providing follow-up to action items and acting as a liaison when necessary.
- Identifies and coordinates training sessions for Operations Team members to better support interactions with the homeless.
- Coordinates the dissemination of information to Clean and Safe operations teams when there are changes or new information regarding service provision and protocols.
- Collaborates, plans, and participates in homeless census taking.
- Advocate and connect people to needed services such as medical, mental health, and substance abuse services.
- Services the Planning Commission, City Council, Planning Committee for “Project Homeless Connect”, Mayor’s Office of Human Services and Continuum of Care committee.
- Assist clients with applying for identification documents and other mainstream benefits.
- Report and track team information and data for reporting purposes.
- Build rapport and utilize motivational interviewing strategies to support vulnerable people moving through the stages of change and accepting an offer of housing.
- Performs other work-related duties as assigned.
- Bachelor’s degree, preferably with an emphasis in Human Services, Public Health or Social Work
- Minimum 3 years’ experience with a non-profit, government or public facing.
- Experience working with a homeless population and substance abuse outreach of mental illness required.
- Experience in hospitality, public safety, security, or homeless outreach.
- Ability to remain calm in crisis situations, think well on one’s feet, and promote solutions in a volatile and ever-changing street environment.
- Self-motivated, able to take initiative on behalf of agency and clients.
- Proficient computer skills including Microsoft Office, and internet research to locate resources for clients out in the field.
- A current Maryland Drivers’ License w/Clean Driving record of 2 points or less
- This is a full-time exempt position onsite at DPOB
- Occasional evening and weekend work may be required as job duties demand
- This role reports to the Vice President, Homeless Outreach
- This position is an integral part of the Outreach team and involves significant walking often on uneven terrain, in various weather conditions in Downtown Baltimore.
- Regular use of arms, hands and fingers in a range of duties including use of computer, keyboard, telephone, and copier.
- Vision levels to include close, distance, and peripheral
- Carry objects up to 30 pounds is required
