Job Description
We are seeking an experienced Senior IT Project Manager to lead large-scale enterprise and legacy modernization initiatives within a State of Texas or similar public-sector environment. This role requires close collaboration with executive leadership, oversight bodies, and cross-functional technical teams to ensure projects are delivered on time, within scope, and in compliance with HHSC and State of Texas standards.
Key Responsibilities
- Lead and manage large-scale enterprise IT and legacy modernization projects
- Develop and maintain required project documentation, artifacts, and executive presentations
- Provide weekly written and verbal status reports and facilitate regular project team meetings
- Present project status, risks, and issues to Executive Steering Committees, QAT, and other oversight entities
- Act as a primary liaison between business stakeholders and technical teams
- Ensure project compliance with HHSC guidelines, Texas Project Delivery Framework, and QAT requirements
- Manage and monitor project scope, schedule, budget, and resource allocation
- Track development progress and ensure alignment with approved project timelines
- Identify, document, and manage project risks, issues, dependencies, and mitigation plans
- Oversee SDLC activities and ensure business and technical requirements are properly documented
- Escalate risks and issues proactively to leadership as needed
- Provide limited on-call support during critical project phases, as required
- 10 years of project management experience delivering large-scale enterprise IT implementations
- 8 years of project management experience in State of Texas or similar Federal/State government environments
- 8 years of experience leading legacy modernization or enterprise system transformation projects
- Strong understanding of:
- PMI framework
- Texas Project Delivery Framework
- QAT and MIRP reporting requirements
- Proven ability to communicate complex technical designs and business processes to diverse stakeholders
- Excellent leadership, organizational, and stakeholder management skills
- 5 years of experience with the State of Texas Project Delivery Framework
- Experience with low-code / no-code platforms
- 3 years working with Texas statewide systems
- 3 years of experience with QAT processes for Major Information Resource Projects (MIRP)
- Prior experience supporting projects within HHSC or similar agencies
