Scope of Position:
Lead and guide the Re-Entry Connectors team to support individuals with criminal histories to find employment. Offer comprehensive career services directly at PA CareerLink® locations and all BCC sites, as well as new sites develop by PhilaWorks
To be able to attend meetings with PhilaWorks and BCC partners to share numbers of updates and ensure effective communication with everyone involved. Actively participate in the city’s re-entry coalition and collaborate closely with the Office of Re-Entry Partnerships to improve services.
Responsibilities
Essential Functions:
- Stay updated on employment laws and policies affecting returning citizens, such as Ban the Box and expungement laws.
- Assist and cross-train with Re-Entry Connectors to ensure coverage and comprehensive service delivery.
- Lead the Fair Chance Hiring Initiative, connecting job seekers from PA CareerLink® Philadelphia to employment opportunities through the Department of Commerce.
- Champion virtual tools like PA CareerLink® Online and PHLCareerPortal Learning to enhance service delivery.
- Participate in Re-Entry Coalition meetings, sharing updates and trends with key stakeholders.
- Develop and deliver educational presentations on re-entry to PA CareerLink® staff, partners, and the public.
- Manage and assess service access points for returning citizens, ensuring seamless integration into PA CareerLink® services.
- Coordinate training resources for staff to improve service delivery to returning citizens.
- Apply the Goal4 It! model in customer interactions and support its use among Re-entry Connectors.
- Inform customers about the impact of criminal backgrounds on employment and educate them on their rights under employment laws.
- Maintain and leverage a professional network of re-entry service providers for system improvements.
- Keep organized records of clients served, analyze service data, and report on outcomes to identify trends and service effectiveness.
- Schedule and oversee the services provided by Re-Entry Connectors, manage staff resources, and address HR concerns.
- Evaluate team performance, provide coaching, and handle administrative tasks like reviewing timesheets.
- Employ project management skills and maintain flexibility to enhance program operations and respond to new opportunities.
- Responsible for submitting a monthly reentry report documenting services provided, site foot traffic, and client focused highlights.
- Do 1-1 with the team members to ensure team are being supportive
- Do case reviews in all re-entry cases
Qualifications
Education and Experience Requirements:
- Must have 3-5 years of experience servicing the re-entry population
- Lived experience preferred
- Must be highly familiar with employment-related challenges that returning citizens face; RES or OWDS certifications preferred
- Must have experience in a team-oriented environment
- Must demonstrate a high skill level of initiative, independent work, and professional judgment
- Ability to prioritize tasks, document visits, and contacts
- Model positive and professional behavior
- Use language reflective of a commitment to diversity; demonstrate cultural competence
- Bachelor’s degree in business, education, human resources, liberal arts, or a related area is preferred
- Proficient in Microsoft Office Suite
- Must be comfortable with local travel and have access to reliable transportation
