What are the responsibilities and job description for the APPRAISER - II position at El Paso Central Appraisal District?

The El Paso Central Appraisal District is accepting applications for the position of Appraiser II.  This is an entry level position under direct supervision of the Department Manager performs responsible real and/or personal appraisal work in the office and out in the field. The position works directly with the public and staff to accurately and equitably interpret the market value of all taxable property in El Paso County and provide timely and accurate data for the appraisal roll provided to the taxing entities of El Paso, while providing quality customer service to the taxpayers of El Paso in the most cost effective manner possible.  This work requires a high degree of concentration and resourcefulness and receives detailed instructions on new and unusual assignments.  Work is closely reviewed for accuracy, completeness, and adherence to instructions, policies and procedures.  Performs related work as required. 


ALL APPLICANTS MUST POSSESS ALL THE MINIMUM QUALIFICATIONS AND A VALID TEXAS DRIVERS LICENSE AND PERSONAL AUTO INSURANCE.  

 

EXAMPLES OF WORK PERFORMED:

 

Under Direct Supervision;

  • Performs appraisal of commercial, residential, land and personal property of average difficulty;
  • Conducts field work to physically inspect commercial, residential, land and personal property to determine value, depreciation and replacement costs using feet and legs and/or hands and arms;
  • Conducts field work in a variety of environment conditions, temperatures, and physical terrain;
  • Performs work both inside and outside the office alone and in group settings;
  • Performs research and analyzes work relative to property valuations and tax matters;
  • Performs work involving splitting of real estate parcels;
  • Prepares and verifies input and output data for correctness and enters data into internal programs;
  • Performs detailed coding, posting and other functions incidental to the maintenance of records;
  • Provides information to the public relating to tax laws, ordinances and factors influencing the value or real and/or personal property;
  • Represents EPCAD in informal protest hearings and formal Appraisal Review Board hearings in one-on-one, virtual, and small group settings;
  • Performs other duties, which may be assigned commensurate with this position. 

 

Knowledge, Skills and Abilities:

 

  • Knowledge of state and local laws relating to property taxation;
  • Knowledge of methods and procedures used in real and/or personal property appraisal;
  • Knowledge of property and market value relationships;
  • Knowledge of types and methods of construction of commercial and residential properties;
  • Knowledge of surveying and drafting and its application to mapping;
  • Knowledge of basic math principles and the application of those principles to fundamental formulas;
  • Some knowledge of appraisal office organization;
  • Skill in the analysis of appraisal data;
  • Skill in the verification and/or validation of appraisal methods and results;
  • Skill in the recognition of economic and market value factor relating to appraisal methods;
  • Ability to organize and prioritize work activities to meet established goals and deadlines;
  • Ability to work alone and/or in group settings;
  • Ability to identify factors that influence property values;
  • Ability to gather information and take accurate field notes;
  • Ability to perform appraisals of real and/or personal property and field work including but not limited to, taking manual measurements, taking pictures, sketching properties, and physically inspecting commercial, residential, land and personal property in various environments and temperatures;
  • Ability to apply basic math principles to job duties;
  • Ability to make mathematical computations with accuracy and speed;
  • Ability to identify, prepare, and interpret industry-related reports, documents, and records;
  • Ability to prepare and draw outlines of buildings and property metes and bounds;
  • Ability to apply appraisal principles and techniques in an equitable and justifiable manner;
  • Ability to prepare concise reports of fiscal examinations and transactions;
  • Ability to present and defend data in virtual, one-on-one, and small group settings;
  • Ability to establish and maintain effective relationships with employees and the public.


Work Environment/Physical Demands:

 

   •  Normal business hours are 8 A.M. to 5 P.M., Monday through Friday; although seasonal duties
require overtime, extended hours, and availability to work on Saturdays.
   •  Must be capable of climbing stairs, bending, walking long distances, driving, carrying equipment,
and standing and sitting for extended periods of time.


Education, Training, and Experience:

 

  • Completion of high school or equivalent supplemented by 2 years of college, or 2 years in related field;
  • Upon hire, completion of courses as mandated by the State Comptroller’s Office and Texas
    Department of Licensing and Regulation (TDLR);
  • Any equivalent combination of training and experience at the discretion of the Executive Director/Chief Appraiser.


Licenses, Registrations and/or Certificates:


  • Possession of a valid Texas driver’s license, current Personal Auto Insurance and a driving record
    deemed acceptable by EPCAD are required;
  • Must pass courses as mandated by the State Comptroller’s Office and Texas Department of
    Licensing and Regulation (TDLR). TDLR registration will be initiated by EPCAD within three (3)
    months of hire. Passing two certification level exams is required to achieve the Registered
    Professional Appraiser license.
