Solutions Architect - Senior Level IT Solutions Architect (Location: Hybrid)
The Solutions Architect will provide a detailed IT architectural plan for the alternate “Hot” site. Provide
a written and detailed assessment of the current system/services as a baseline. The intent of creating a baseline is to show the current state on a roadmap, and allow for building blocks to be formed to
provide a visible representation of the systems desired architecture, as well as key
decisioning points to reach the objectives of the client.
The Solutions Architect will also
provide a detailed document, and roadmap of the recommended end state
architecture based on all information and objectives collected for each
technology, and/or area with dependencies of services and locations available.
This should include a comprehensive approach to assure continuity of operations, and disaster recovery are included to allow for services to be rendered 24/7
365.

Responsibilities and Work Functions:
- Provide focused
recommendations for an alternate “Hot” site that provides guidance to the ECCS,
911 and 311, facility strategy. The recommended approach will support the ECCS
long term goals while following established standards and expectations.
- Ability to work on
highly complex projects that require in depth knowledge across multiple
specialized architecture domains.
- Ability to work closely
and interface with multiple vendors that provide services to the client.
- Ability to work closely
and interface with multiple departments within the Clients environment.
- Evaluate existing
infrastructure and interfaces architecture to aid in developing an alternative
“Hot” site
- Review and/or analyze
and develop architectural requirements, as needed for the IT organization.
- Ensure compatibility
with existing solutions, infrastructure, services, and strategic requirements.
- Define principles that
guide technology decisions and the relationship between enterprise business
context (industry and market trends) and specified technology.
- Lead and facilitate the
creation of governing principles to guide the decision making for the Emergency
Communications and Citizen Services, current and future, Enterprise
Architecture.
- Lead the development of
a plan for the future ECCS alternate “Hot” site and IT architecture utilizing
current industry trends.
Requirements
- Fifteen (15) or more years of IT and
business/industry work experience including architecture design and deployment,
systems lifecycle management and infrastructure planning and operations.
- Three (3) years of leadership experience in managing multiple, large,
cross-functional teams or projects, and influencing senior level management and
key stakeholders.
- Knowledge in current, and future, technologies
relating to 911, 311, and Emergency Communications systems. Including but not
limited to radio, NICE, CAD, VESTA, Watch Office, NG911, ESInet, and any
related software and/or hardware interface(s).
- Have knowledge and/or experience planning and developing
IT architecture roadmaps that provide comprehensive planning and strategic
objectives of the business architecture.
- formulating strategic and tactical plans.
- identifying vulnerabilities and providing solutions to resolve those gaps in resiliency.
- identifying and describing complex technical functions.
- coordinating requirements of business users and constraints of service providers.
- prioritizing varying demands and accomplishing goals within allotted timeframe.
- interfacing across all business areas of ECCS and IT.
- communicating technical information that clearly communicates complex ideas into simple business language.
- Knowledge in the business functions of ECCS,
including the 911 and 311 call centers, and Watch Desk.
- Understand the functions of all major ECCS IT
infrastructure components, applications, and interfaces.
- Knowledge in the interoperability of Emergency
Communications systems and interfaces.
- Knowledge of the capabilities, operation, and
application of medium to large scale centralized systems and a variety of
distributed systems and associated system software.
- Knowledge of data base administration techniques,
systems analysis, and programming.
- Knowledge of the methods, principles, and practices
of management, business, and municipal government.
- Knowledge of data processing principles and
practices in municipal government.
- Must understand and comply with the policies and
procedures of ECCS operations and adhere to the clients established computing
standards and goals.
- Knowledge in Digital Trunked radio systems.
- Knowledge in integration of systems that provide geo
diverse redundancy.
- Knowledge of current architecture as it pertains to
software defined networking and infrastructure.
- Knowledge of Cyber Security.
Abilities:
- Ability
to evaluate current departmental direction and formulate effective plans for
improvement
- Ability
to communicate complex ideas and technical information in comprehensive written
reports, or oral presentations, to groups and in dialogue with members and
customers
- Ability
to research, analyze and evaluate new technologies and determine their
applicability to ECCS and its current environment
- Ability
to lead effective IT business planning efforts and develop detailed forecast
plans
- Ability
to conceive strategies, solutions, and plans to achieve the goals of this
project and in alignment of ECCS business needs
- Ability
to provide vision and overall direction for ECCS and provide plans for the
items listed in the Statement of Work win accordance with current Client computing standards
- Ability
to provide executable plans that have detailed information and are ready for
implementation
- Ability
to establish and maintain effective working relationships with members at all
levels of the organization including employees, department managers, issue
teams, as well as municipal and outside agencies.
Additional Requirements:
- Selected individual(s) will be expected to provide
tangible deliverables at the end of the period of performance to include the
following. Candidates will also be expected to provide sample documentation in
the form of .docx or .pptx
- Produce a written and detailed assessment of the
current state of ECCS location(s) and technical services/systems to utilize as
a baseline.
- Produce a comprehensive IT architecture plan,
including both physical infrastructure and digital interfaces, for an
alternative “Hot” site location for the ECCS 911 and 311 functions. This could
include purchasing, building new, or renovating existing, structures and
technology to be used as the primary or alternate location for critical system
functions.
- Produce a detailed document and roadmap of the
recommended end state architecture based on all information and objectives
collected for each technology and/or area with dependencies of services and
locations available. This should include a comprehensive approach to assure
continuity of operations and disaster recovery are included to allow for
services to be rendered 24/7 365.
