Description
The Director of the Department of Early Childhood and Family Services is a member of the Executive Leadership Team and is tasked with planning, directing, and overseeing the operations and comprehensive services of the Head Start Program. The Director is required to manage systems to ensure the effective, efficient, and timely delivery of high-quality services to 1,317 children, and their families, in a ten county service area. This role involves setting program goals and developing policies and procedures that align with federal, state, and local requirements and foster continuous quality improvement. The Director will also collaborate with the CEO and members of the Executive Leadership Team to ensure the continued success of Enrichment Services Program; a Community Action Agency.
The responsibilities of the Director include, but are not limited to:
- Provide vision, leadership, and administer the operations of the program
- Assist with the implementation of the organization's strategic plan
- Oversee the ongoing monitoring of the program for performance in program goals/outcomes
- Establish operating and administrative policies and procedures to assure efficient operations and compliance with all federal, state, and local regulations
- Develop and manage the program budget
- In collaboration with the CFO and finance team, develop funding applications, including budget development
- Lead the annual program Self-Assessment and the development of program goals and objectives
- Lead the completion of the annual Program Information Report
- Lead the establishment of county-wide partnerships with various community and social services agencies that will enhance the ability to effectively work with parents and families
- Oversee the performance of the senior leadership team to ensure the delivery of effective and high-quality services and ongoing monitoring
- Ensure full enrollment of the Head Start Program and implement corrective action if the program is under-enrolled
- Prepare required reports for the Board, Policy Council, funders, and executive leadership team
- Serve on required and recommended committees and boards at the local and regional level
- Performs other duties as assigned.
Qualifications
Bachelor's degree in early childhood education, education, human services, or a related field; Master's degree preferred
Direct experience in managing grant funded programs
Minimum of five years experience as an executive or senior leader in a non-profit or educational organization; experience in Head Start or Pre-K is preferred
Experience in supervision of staff, fiscal management, and administration
