The duties that the incumbent of the vacancy will be expected to perform. Duties Description Program Overview The Bureau of Water Resource Management (BWRM) in the Division of Water (DOW) works to protect, manage, and conserve New York State's groundwater and surface water supply sources, develop management strategies to enhance and protect these waters, and protect both the groundwater and surface water quality of New York’s major watersheds. BWRM’s watershed programs, permit programs and nonpoint source program support development of clean water plans and permits to help improve water quality, identify potential funding, and conduct research to protect and restore water quality in relation to climate change, pollution source sectors, and other emerging environmental issues. In addition to the core Bureau tasks listed above, the Mohawk River Basin Program (MRBP), in the Watershed Research, Implementation and Planning Section (WRIPS), works to conserve, restore and protect the water quality and natural resources of the Mohawk River through applied research and ecosystem-based management approach. The MRBP coordinates with other programs, state agencies and a network of stakeholders to accomplish these goals. Duties/Responsibilities The Research Scientist 2, Bureau of Water Resource Management, will be responsible for conducting research projects, with considerable independence, analyze data and prepare reports, papers, and publications to effectively coordinate and refine the Mohawk River Basin Program. The candidate is expected to develop new methods/processes and research that will contribute to the DOW research program and implementation of the Mohawk River Basin Action Agenda. This will require expertise in understanding and evaluating watersheds, familiarity with aquatic biological ecosystems, understanding of the Mohawk River Basin Program, ability to identify and collaborate with stakeholders, and familiarity with the New York regulatory framework. It is expected that the candidate will provide significant recommendations, based on their research, to supervising staff for incorporation into existing or expanded DOW programs. Under the technical and administrative supervision of the Section Chief, Research Scientist 4, the successful candidate will be responsible for: 40%: Applied Research and Data Analysis •Evaluate methods of improving implementation of best management practices in the MohawkWatershed and evaluate ways to expand program opportunities to reduce nutrients and otherpollutants by expanding partnerships and researching opportunities not currently being fullyutilized.• Research issues and recent implementation actions to update the Mohawk River Basin Action Agenda and Mohawk River Basin Progress Report. • Coordinate partnerships, contracts, and grants to implement research outlined in the Mohawk River Basin Research Initiative. • Conduct research, data analysis and interpretation of environmental data to advise senior research staff on new, alternate, or improved best management practices to issues outlined in the Mohawk River Basin Action Agenda in relation to climate change, target pollutants, flooding, fisheries and habitats, source sectors, and other emerging environmental issues. • Assist the Resilient NY Program in gathering and organizing data for flood studies in the Mohawk Watershed. • Communicate results of research through issued reports, peer-reviewed journals, conferences, public meetings, and website postings. • Represent the Department at professional meetings and coordinate with local, state, and federal partners to exchange information, expand the understanding of the Department’s programs, address emerging concerns, identify best management practices, and respond to water quality contamination issues. • Participate in the Division of Water’s related committees and workgroups. 60%: Program Coordination and Support • Oversee the implementation of the Mohawk River Basin Program and the Mohawk River Basin Action Agenda. Organize meetings of the Mohawk River Advisory Committee. (20%) • Develop and cultivate local partnerships, conservation organizations, local governments, businesses, and watershed groups to assist in implementing the Action Agenda. Attend meetings of partner organizations to build relationships, distribute information and provide training opportunities. Develop and deliver watershed-scale presentations characterizing water resources in the Mohawk River Watershed. (10%) • Provide outreach and technical assistance to partner organizations (e.g. soil and water conservation districts, local governments, regional planning entities) who are seeking funding for projects that will implement goals of the Mohawk River Basin Action Agenda. (10%) • Lead development, provide oversight, and complete reporting for awarded contracts, workplans, and implementation projects. Work with DOW fiscal staff to manage the Mohawk River Basin Grants Program. (20%) Preferred Additional Qualifications: •Excellent interpersonal and oral communication skills including the ability to work and negotiate with diverse groups to achieve common goals. •Familiarity with the Mohawk River Basin Program, NYS watershed programs, and watershed planning. •Knowledge of New York State and Federal regulations as they relate to watershed planning and management. •Understanding of Total Maximum Daily Loads and nonpoint source BMP implementation techniques. •Competence developing and reviewing work plans and technical reports. •Experience with collecting, analyzing, and interpreting chemical, biochemical, ecological, biological, and geospatial data within the context of water quality. • Experience developing and managing budgets, grants or contracts. Additional Comments: Must have a valid driver license or demonstrate the ability to meet the transportation needs of the position. Travel, primarily throughout New York State, but occasionally out of state and some overnight travel will be required.
