Families in Transition is currently looking for a Chief Property Management Officer to join our team!


  

Job Summary: 

Through effective leadership of the property management, facility, maintenance teams, the Chief Property Management Officer leads the agency’s efforts to identify, implement and execute activities to further support our mission of ensuring safe, affordable housing is available to low-income and homeless populations. The CPMO oversees current housing services and property administration, ensuring compliance with all local/state/federal statues and codes.


Essential Functions: 

· Manage Families in Transition’s real estate portfolio consisting of commercial space, emergency shelters, affordable housing units, congregate living facilities, office space and substance use treatment centers.

· Provide leadership and direction to staff within the Property Administration, Facilities, and Maintenance teams; including goal setting and alignment to strategic plans, performance management, hiring, training, and grant/funding compliance.

· Oversee all facility and property management related inspections by local/state/federal agencies and funding partners.

· Oversee compliance with local/state/federal regulations relating to landlord/tenant law, reporting, documentation, inspections, certifications, etc for 250 units.

· Oversee the negotiation of all major agreements and financing documents, including limited partnership agreements, loan documents, construction contracts, and property management agreements.

· Create, implement, and drive adherence to standard operating procedures and processes for efficient administration of assigned buildings; including but not limited to tenant communications, Tenant Selection plan, Management plan, Management Agreement and Fair Housing Marketing Plan.

· Manage and provide oversight of all facility maintenance activities; including but not limited to bidding and budget management, assignments for staff, vendor relations, compliance with state and federal inspection/life safety codes, etc.

· Provide management support and data to internal FIT boards; maintain involvement with (2) two HOA boards tied to FIT properties.

· Ensure timely and accurate completion of reporting to leadership and Board of Directors, including monthly funding reports, project status and budget reports, property reports, etc.

· Build and maintain effective business relationships with external resources.

· Develop and update Capital Needs Assessments for all FIT properties and work closely with CFO on annual budget for capital needs.

· Create and foster community support by working with various internal and external stakeholders, as well as representing the agency at public events, meetings and municipal meetings.

· Provides oversight and development as Board Director of Housing Benefits.

Requirements

  Minimum Requirements:

· Bachelor’s Degree in Business Management or related field.

·  5-10 years’ experience in affordable housing property management. 

· Knowledge and experience in affordable housing programs including but not limited to HUD, HOME, LIHTC, Housing Trust Funds and Project Based Section 8.

· Knowledge in Fair Housing Act and Landlord/Tenant Law.

· Minimum of 5 years’ experience in a leadership role.

· Excellent computer skills with Microsoft Suite (Excel, Word, etc)

· Excellent interpersonal skills and business partnering abilities. Must be able to effectively and articulately present in a public setting.

· Current valid driver’s license.

· Ability to successfully pass a criminal background check.
