What are the responsibilities and job description for the IT APPLICATIONS ANALYST position at Fayetteville Public Works Commission?

SUMMARY OF RESPONSIBILITIES: The Applications Analyst will support IT objectives including business processes, systems, and clients. The Applications Analyst serves as a technical expert within IT in the support of daily operations and as a member of a project team. The Application Analyst responsibilities include but are not limited to; administration, maintenance, operations support, solution design, configuration changes, testing, deployment support, technical documentation, and troubleshooting. The Application Analyst must be an effective communicator and have the ability and initiative to work independently, accept accountability for daily operational support, assigned tasks, and complete project deliverables on time. This position will interact with departments across Fayetteville PWC as well as with internal and external customers and suppliers. The Application Analyst must have a technical understanding and experience of enterprise applications. The Application Analyst must also have knowledge and experience in enterprise application design, functionality, and its technical stack. This knowledge should include basic understanding of databases, WebLogic type middleware, basic data, and integrations. The Application Analyst should have experience in writing SQL, change management, software development lifecycle, software troubleshooting, and experience in working with Oracle support.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES:
- Must have experience managing and configuring business applications
- Experience with billing systems
- Must have experience with researching problems, maintenance, or enhancements
- Experience with Oracle support, including the creation of Oracle Service Requests a plus
- Prior experience in the administration, configuration, implementation, and operational support of Oracle Enterprise applications
- Experience in writing SQL and the use of Data Models.
- Knowledge of Oracle C2M, CC&B, or MDM a plus
- Knowledge of Oracle databases, Weblogic middleware, and integrations.
- Must have Knowledge in software development practices, including the System Development Life Cycle, Data Lifecycle Management, and Change Management.
- Thorough knowledge of safety and security rules/regulations/procedures, as applicable.
- Ability to communicate effectively, orally and in writing, including technical documentation.
- Ability to develop and maintain effective working relationships with customers, vendors, and contractors as needed.
MINIMUM QUALIFICATIONS: (either)
(A) Graduation from an accredited four (4) year college or university with a Bachelor’s Degree in computer science, information technology, or related field and a minimum of eight (8) years of progressively responsible applications analysis experience
(B) Graduation from an accredited two (2) year community/technical college with an Associate’s Degree in computer technology, information systems technology, or related field and a minimum of twelve (12) years progressively responsible experience as defined in (A) above; OR
(C) Graduation from high school or possession of a high school equivalency diploma and a minimum of sixteen (16) years of progressively responsible experience as defined in (A) and (B) above; OR
(D) An equivalent combination of education, training and experience as defined in (A), (B), and (C) above.
(E) Must be familiar with Oracle CC&B
SPECIAL REQUIREMENTS: Must possess and maintain a valid driver’s license.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.
SAFETY HAZARDS: Minimal.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
