Job Description

Federal Hill Consulting has partnered with a financial regulatory firm to hire a Senior Business Analyst to support internal projects. All candidates should have a financial or regulatory background.

Job Summary

The Senior Business Analyst is responsible for working closely with policy staff, operations staff and end users to define system functionality and enhancements. He or she will lead in the identification of enhancements and translate input from end users, policy, operations, and development staff into the high level assumptions and high level requirements necessary to build the application into an efficient and effective system.

Essential Functions

Cultivate relationships across departments in order to understand needs and resolve client issues efficiently.

Articulate the product vision to the development team.

Develop requirements for major system functionality and minor system improvements to the application with inputs from the appropriate stakeholders.

Responsible for leading the collection, analysis, documentation and coordination of stakeholder requirements.

Facilitates requirements gathering sessions to understand and document complex business needs, often eliciting hidden requirements and/or clarifying vague or unclear requirements.

Creates use cases, high level assumptions, business rules, functional and non-functional requirements documentation to capture business needs.

Works directly with vendor program managers and Agile development teams on a daily basis to ensure that the needs of end-users are correctly represented and fulfilled.

Efficiently manage the process between staff and vendor staff to minimize back and forth and ensure alignment between end user needs and system functionality.

Synthesize requirements from a variety of sources into written form for approval by various internal and external stakeholders as necessary.

Additional Responsibilities

Conduct necessary research and analysis in support of the development of system enhancements that meet the needs of stakeholder and fulfill regulatory policies and priorities.

Collaborates with UAT staff and reviews UAT test plans and scripts for completeness and accuracy.
Apply critical thinking skills to understand the root cause of issues and tracks any relevant risks to resolution.

Collaborate with various departments on user documentation, external communications, training plan and operations.


Education and Experience

Bachelor’s degree in Computer Science or equivalent experience.

Specialized certification CBAP or PMI-PBA is preferred. Product Ownership certification is a plus
Minimum of 5-8 years of experience as a business requirements analyst with demonstrated leadership on projects or initiatives.

Experience in financial services industry or regulation is a plus.

Experience working with internal and external stakeholders.

Experience working as an Agile Product Owner desired.

Experience conducting impact analysis, stakeholder analysis, examining requirements that cross multiple systems and creating use cases.

Experience with Rational Doors Next Generation and IBM rational tool suite requirements management tools.

Knowledge, Skills and Abilities

Proficient with Microsoft Office Tools such as Word, Visio, Excel and PowerPoint
Knowledgeable of all requirements elicitation techniques and various types of requirements
Knowledgeable of project and product management principles.
Knowledgeable of software development life cycle methods, including Agile.
Knowledgeable of relational database management systems with proficiency using SQL.
Strong facilitation, listening, collaboration skills
Strong Verbal and Written Communication skills
Organized and detail-oriented, able to track and work on multiple projects at once
Able to use Microsoft office software (Visio, Outlook, Excel, Word, PowerPoint).
Able to effectively interface with various levels of leadership
Able to work independently and as part of a team
