Summary

You will be located in a field office of the Federal Motor Carrier Safety Administration and serve as a supervisor of FMCSA field operations. You will act as chief spokesperson and representative in motor carrier safety and related highway safety matters.

Duties

As a Supervisory Motor Carrier Safety Specialist (Field Office Supervisor), you will: Be responsible for promoting and enforcing the Federal Motor Carrier Safety Regulations, Hazardous Materials Regulations, and other applicable regulations thereby contributing to a reduction in injury, loss of life, and property damage involving interstate or foreign motor carriers/shippers. Be responsible for planning, supervising, and assisting with audits, compliance reviews and investigations of motor carrier operations within the U.S. Serve as a chief spokesperson and representative in motor carrier safety and related highway safety matters for the FMCSA in Arizona and is responsible for all agency compliance and enforcement activities in that area. Provide program direction and oversight of activities conducted by a staff of Motor Carrier Safety Specialists and a HAZMAT program specialist. Prepare written reports and analysis of audit, review, and enforcement activity. Establish and maintain cooperative relationships with Federal, State, and local officials involved in motor carrier programs, highway safety programs and hazardous materials transportation. The ideal candidate is a mission focused professional with knowledge of motor carrier safety programs. Demonstrated ability to relate to all types of personalities in challenging and, at times, contentious circumstances are essential to success. Requiremennts

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. TRAVEL: Overnight travel away from the duty station is required in order to complete assignments and perform official business. You may also be required to travel to a foreign country, e.g., Mexico or Canada, to carry out work assignments. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. SUPERVISORY PROBATIONARY PERIOD: Newly appointed supervisors and managers are required to serve a one-year probationary period before their selections become final (unless already completed.) TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY:This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of specialized experience equal or equivalent to the GS-12, it must include: Experience applying laws, regulations, precedent decisions, interpretations, and critical issues related to motor carrier safety and the Federal compliance enforcement program, including those concerned with hazardous materials. Experience planning, managing and evaluating Federal Motor Carrier Safety programs. Experience interpreting and analyzing motor carrier laws and regulations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Workforce Planning - Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals. Writing (†) - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
