The Finance Section provides safe, efficient, effective financial operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations and DOE requirements. Within the section, the Accounting Department provides accounting, reporting and other financial services to support the research programs at the Lab and is responsible for recording, organizing, summarizing, and interpreting the financial activities of the laboratory. Our Budget Office is responsible for the preparation, consolidation, distribution, and reporting of the Laboratory budgets. Our Procurement Department is responsible for acquiring goods and services for the entire Laboratory. It provides effective, professional support for all procurement requirements from the development of initial plans and requirements to subcontract closeout.

Fermi Research Alliance's (FRA) Finance Section seeks an expert Procurement Specialist III to join the Procurement team. Under direction, this individual will procure complex to highly complex and low to high dollar value equipment, materials, and services required to support FRA's mission. This role requires a strategic thinker with an acute understanding of the market, suppliers, and products to ensure that goods and services are procured at the best possible terms for Fermi Research Alliance, Inc. (FRA). These responsibilities are accomplished in cooperation with internal customers, FRA project teams, support personnel, subcontractors, and the Department of Energy (DOE), in accordance with established procurement policies and procedures, contract law, commercial practice, and applicable federal procurement regulations.

You Will:
* Perform subcontract administration and ensures the completeness, organization, and accuracy of the subcontract file in compliance with subcontract terms and conditions, including timely delivery of goods and services, Buy American Act, Service Contract Act, Davis Bacon Act, workplace safety, and others as appropriate.

* Serves as a procurement subject matter expert on facilities projects.

* Build and maintain solid working relationships with internal and external customers and suppliers.

* Manage a large volume of complex assignments independently and effectively with minimal guidance.
* Apply industry best practices in the execution of construction projects utilizing planning and design services, including major equipment procurement, general construction fixed price bidding, IDIQ, Construction Management at Risk, Time and Material competitive proposals.
* Oversee and manage the issuance of subcontract documentation and purchase orders after resolving all contract terms and conditions.
* Disseminate technical procurement advice and assistance to end user by applying FRA policies to each particular purchase and assisting with purchasing processes and electronic systems.
*Draft specifications and supplier qualifications for solicitations upon researching the customer's needs to provide clear and well-defined scopes of work, deliverables, and other elements to ensure that appropriate measures are included for award and administration of the resulting subcontract.

* Establish best practices for subcontract administration for assigned subcontracts and review/update these on a periodic basis.

* Monitor compliance with established guidelines, polices, procedures and regulations.

We Are Looking For:
* Bachelor's degree in Business Administration or similar subject area
* 5 years' experience in planning and completing procurements or equivalent
* Experience in services procurements and/or procuring to a statement of work
* Experience in federal contracting and solid understanding of the Federal Acquisition Regulations
* Validated ability to plan, develop, negotiate, administer and close large, complex, high dollar value subcontracts
* Excellent oral and written communication skills
* Experience with electronic word processing, spreadsheets, document sharing systems, mail and other common office tools
* Experience working in a matrixed project team environment is desired

Physical Activity and Work Conditions:
* Human Factors: Mental concentration, sitting, standing, tight work schedule, work may require up to 10% travel.
* Experience with Department of Energy (DOE) projects is helpful
