What are the responsibilities and job description for the Program Financial Analyst II position at FINCANTIERI MARINE GROUP?
POSITION SUMMARY
Provide (to all levels of management) cost management information related to program material and labor. This position is responsible for reporting cost and variables on each program. Investigate and report any material or labor account variances, and monitor any impacts the accounts have to budget, potential causes and corrective actions. This position should have a basic understanding of earned value management (EVM).
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Prepare monthly material and labor estimates for each program. Includes review of "to go" costs with Engineers, Buyers and Management.
- Prepare EAC Progress Reports each month, shows percent complete in comparison with the current material or labor EAC.
- Once EAC is reviewed and approved by management, complete Basis of Estimate (BOE) and document reasoning behind cost update (adds/changes/deletes).
- Complete a SWBS variance report each month. This report focuses on variances between the EAC and the OTB (budget).
- Investigate issues that arise in relation to monthly audits; posting to proper accounts, purchase order values/additions.
- Assist management with special assignments in relation to programs.
- Prepare and submit Earned Value Management Reports to Management and the Government. This requires collection, review and analysis of all material and labor on a contract.
- Train co-workers on how to use/apply Earned Value Management reports.
- Meet with government/prime representatives. This is a requirement for status reporting, integrated baseline review requirements, audits, information gathering, etc.
- Assist CAMs in variance analysis and data interpretation.
- Advise Program Manager on performance issues.
- Perform program management ISO procedure audits as assigned.
