What are the responsibilities and job description for the PLANT OPERATOR A, B OR C position at Fort Pierce Utilities Authority?

NOTE:  The level and salary of this position will be determined by the Class Certification level and experience of the candidate that is selected as indicated:

A Certification Minimum:  $25.92/hour
B Certification Minimum:  $23.55/hour

C Certification Minimum:  $19.44/hour

Specialized work requiring a level of judgment comparable to the amount of Operator experience in the operation and maintenance of a typical wastewater treatment plant on an assigned shift and covering an assigned shift (or if Operator A covering all assigned shifts).


 Basic to advanced knowledge of methods and practices of typical or modern wastewater treatment depending upon the employee's level of wastewater experience.
 
Basic to advanced knowledge of standard and normal operating procedures applicable to domestic wastewater treatment, depending upon the employee's level of wastewater experience.
 
Basic to advanced knowledge of the functions and mechanics of pumps, meters, gauges, electric motors, valves, laboratory equipment and other plant mechanical equipment, depending upon the employee's level of wastewater experience.
 
Basic to moderate knowledge of computer software and spread sheets, depending upon the employee's level of wastewater experience. 
 
Basic to advanced knowledge of the implications of improper wastewater treatment for community health and well-being, depending upon the employee's level of wastewater experience.
 
Moderate to advanced knowledge of Florida Department of Environmental Protection (FDEP) regulations, depending upon the employee's level of wastewater experience.
 
Ability to inspect machinery and other mechanical equipment in operation to detect flaws and defects in operation (Operator "C").  Ability to inspect machinery and other mechanical equipment in operation to detect flaws and defects in operation and make necessary repairs if needed (Operator "A" & "B"). 
 
Ability to train subordinates in operational and maintenance procedures and practices (Operator "A" & "B"). 
 
Ability to read meters and charts accurately (Operator "C").  Ability to read meters and charts accurately and make technical decisions for operational changes (Operator "A" & "B"). 
 
Maintain simple to complex records of shift operations and charts, depending upon the employee's level of wastewater experience.  
Ability to perform simple to moderate laboratory and chemical analysis accurately, depending upon the employee's level of wastewater experience. 
 
Ability to adjust treatment procedures to meet requirements of volumes to be treated.
 
Ability to read, understand and follow complex oral and written instructions. 
 Graduation from an accredited high school or possession of an acceptable equivalency diploma, preferably supplemented by special courses in water or wastewater treatment.
 
Must have at 10,400 hours experience at a modern wastewater treatment plant (Operator "A"). Must have at least 6240 hours experience at a modern wastewater treatment plant (Operator "B").   Must have at least Twelve (12) months experience at a modern wastewater treatment plant (Operator "C").   
 
Possess a current State of Florida Wastewater "A," "B" or "C" Certification. 
 
A comparable amount of training and experience may be substituted for the minimum qualifications, with the exception of Class "A," "B" or "C" Certificate. 
 

 
 Keeps under close observation, with or without supervision, depending upon the level of Operator experience, the physical condition of wastewater under treatment for proper temperatures, color, odors and operational parameters.
 
Operates pumps, agitators, telescope valves, and other equipment in order to treat properly the raw wastewater from the City of Fort Pierce mainland and island pumping facilities.  
 
Makes necessary adjustments to chlorinators, chemical dosing pumps, flow restricting valves, and other operating machinery and equipment. 
 
Reads pressure gauges, graduated cylinders, flow meters, charts and SCADA data screens and logs readings for Federal, State, and local regulatory reports.
 
Informs management staff of needs and future needs with regards to SCADA (Operator "A").  
 
Participates in the building of spread sheets and SCADA work screens (Operator "A"). 
 
Takes samples for in-house and contracted laboratory analysis.
 
Analyzes laboratory data for submittal to WRD Supervisory staff (Operator "A"). 
 
Conducts minor to advanced laboratory analysis, depending upon the amount of Operator experience.  Informs treatment plant supervisor of any mechanical defects.
 
Informs treatment plant supervisor of operational problems.
 
Informs treatment plant supervisor of possible future operational problems (Operator "A" & "B").
 
Performs routine preventative maintenance, repairs and the overhauls of machinery and equipment.
 
Supervises the work of labor assistants and day labor personnel engaged in routine plant maintenance and operations. 
 
Supervises the work of subordinate operations personnel engaged in routine plant maintenance and operations (Operator "A").  
 
Keep Federal, State and local regulatory logs and records pertaining to shift activities.
 
Mediates operations and maintenance activities.
 
Makes educated decisions for operational adjustments to plant treatment processes.
 
Is personally responsible for the operation of the facility while working in the operations capacity. 
 
Trains subordinate operations and maintenance personnel (Operator "A" & "B").
 
Informs management staff of future needs in maintenance and operational applications (Operator "A" & "B").
 
Participates in the budget process (Operator "A" & "B").
