Position Summary

We’re seeking a highly experienced and detail-oriented Quality Manager to support DASNY and the Office of Mental Health’s Central New York Psychiatric Center Building. This role ensures that all construction activities, materials, and workmanship comply with contract documents, regulatory requirements, healthcare facility standards, and established quality benchmarks throughout all phases of the multi-year, multi-phase CM-Build program.

The Quality Manager will lead quality assurance and quality control efforts across concurrent phases of construction—performing field inspections, coordinating testing and special inspections, verifying compliance with infection control and abatement requirements, and maintaining complete documentation to support audit readiness, regulatory compliance, and successful project delivery within an occupied psychiatric facility.

Job Type: Full-time

Start Date: Approximately 1-2 months from Notice to Proceed

Pay: Competitive, based on experience

Schedule: 8-hour shifts, Monday to Friday (field presence required; occasional extended hours as needed)

Key Responsibilities

  • Develop, implement, and maintain project-specific Quality Management Plans aligned with DASNY requirements, contract documents, regulatory standards, and healthcare facility protocols.
  • Conduct routine and milestone-based field inspections to verify materials, installation methods, sequencing, and completed work meet approved submittals, specifications, and quality standards.
  • Review and track submittals, shop drawings, test reports, special inspection reports, commissioning documentation, and contractor QA/QC records.
  • Coordinate with third-party testing agencies, inspectors, subcontractors, design consultants, and owner representatives to resolve non-conforming work, deficiencies, and corrective actions.
  • Monitor compliance with infection control measures, interim life safety requirements, and hazardous material abatement protocols in occupied environments.
  • Maintain detailed quality documentation including inspection logs, deficiency tracking, corrective action reports, compliance audits, and closeout records.
  • Participate in construction coordination meetings, safety meetings, and progress meetings to report on quality trends, emerging risks, and resolution status.
  • Support punch list development, substantial completion inspections, systems turnover verification, and closeout documentation.
  • Assist with the review of RFIs, change orders, substitutions, and design modifications for quality, constructibility, and lifecycle impacts.
  • Ensure quality expectations are clearly communicated to trade partners and consistently enforced across all phases and work areas.
  • Interface with project controls and document management teams to ensure traceability, audit readiness, and reporting accuracy.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Architecture, or a related technical discipline.
  • Minimum 5 years of progressive QA/QC or quality management experience on large-scale construction projects; healthcare, institutional, or occupied facility experience strongly preferred.
  • Strong knowledge of construction means and methods, material standards, testing requirements, and inspection protocols.
  • Demonstrated ability to interpret drawings, specifications, regulatory codes, and inspection criteria.
  • Proven experience managing deficiency resolution, corrective action processes, and quality reporting systems.
  • Excellent written documentation, analytical, and stakeholder communication skills.
  • Ability to work in active construction environments and perform regular field inspections across multiple work areas.

Preferred:

  • Certifications such as CQM, CQE, ICC Special Inspector, NICET, or comparable QA/QC credentials.
  • Experience working on public-sector projects subject to DASNY, NYS procurement, audit, and compliance requirements.
  • Familiarity with healthcare construction standards, infection control risk mitigation, commissioning processes, and regulatory inspections.
  • Experience using construction management platforms such as Procore for inspection tracking and document control.
  • Prior involvement with phased construction in occupied facilities.

Job Type: Part-time

Pay: $52.00 - $72.00 per hour

Expected hours: 15 – 20 per week
