For a 24-hour harbor day 441.00
For a 12-hour harbor day 220.50
MATE-TRAINING & OBSERVATION (MTO) or APPRENTICE MATE
Qualifications
The MTO must hold a U. S. Coast Guard Merchant Mariner Credential (MMC) endorsed as Mate of Towing Vessels or Mate of vessels greater than 200 gross registered tons (unlimited). Additionally, the MTO must hold a valid TWIC issued by the Transportation Security Administration.
Duties & General Responsibilities
The MTO is responsible for the safety of the crew and for preventing environmental pollution incidents. This requires compliance with this Towing Safety Management System (TSMS) and with all applicable regulations
The MTO is responsible for reporting unsafe conditions to the Master and for taking early and positive action to prevent accidents
Vessel Organization / Levels of Authority
Towing Safety Management System (TSMS)
The MTO is responsible for stopping work whenever he/she feels that the evolution is dangerous and that hazards cannot be mitigated, then they are responsible for implementing stop work responsibility as outlined in TSMS Section 6.8 Stop Work Responsibility (SWR).
Per 46 C.F.R. 140.210 (1), the MTO is responsible for adhering to the provisions of the Certificate of Inspection (COI), if applicable
MTOs are responsible for performing all unlicensed deck duties, including maintenance
MTOs may be allowed to operate the vessel under the direct supervision of a Master or Mate of Towing Vessel or equivalent
MTOs may be required to stand a lookout in addition to the OICNW, per 46 C.F.R. 140.630
MTOs are responsible for ensuring the OICNW is made aware of all known aspects of the vessel, including tows and towing equipment
MTOs are responsible for minimizing any distraction from the safe operation of the vessel or from the performance of their duties per 46 C.F.R. 140.210 (5)

- U.S. Coast Guard Merchant Marine Medical Certificate
- Transportation Worker Identification Credential (TWIC) issued by the Transportation Security Administration
- Endorsement as Master or Mate of self-propelled vessels greater than 200 Gross Registered Tons (GRT) upon Inland, Near Coastal or Ocean waters WITHOUT a completed TOAR will receive this rate of pay until a Great Lakes/Inland Towing Officer Assessment Record (TOAR) is completed
