The Healthcare Coalition Fund Manager manages statewide coalition funding for the Healthcare Preparedness Program and provides additional administrative, organizational, and logistical assistance to Georgia’s healthcare coalitions by managing vendor relations and the procurement of supplies and equipment.
Essential Functions:
General administrative
· Manages multimillion dollar statewide coalition budgets.
· Manages document flow between heath care coalitions, the Department of Public Health and GHA internal departments.
· Assists in creating technical budget related reports in compliance with grant deliverables to include drafting, proofing, and editing reports at the coalition, state, and federal levels within the time guidelines specified in the grant.
· Provides general administrative and operational support, as needed, for the emergency preparedness team.
· Sends regular and frequent batch/mass email correspondence to stakeholders.
Conference & Meeting Management
· Coordinates and/or negotiates conference venue contracts with the primary meeting organizer
· Makes and manages the venue registration process for state wide and National meetings
· Coordinates and/or negotiates conference venue catering orders for multiple events
· Manages the overall calendar of events for the projects
· Composes and distributes announcements for meetings
· Schedules, sets up and supports conference calls, audio visual teleconferences and in-person meetings
· Responsible for responding to coalition requests and inquiries in a timely manner
Fiscal
· Assumes primary responsibility for budgetary compliance for all coalition funds
· Validates and assures prior authorization for all purchases
· Submits internal check requests to accounting department for payment
· Creates and assists in the submission of program/grant-related invoices to accounting department for payment
· Processes reimbursement documents, including expense reports, for coalition members
· Performs basic record keeping and organizes file storage for archiving
· Purchases approved equipment and supplies identified by coalition leaders
Performs other job-related duties as assigned
Education:
Bachelor’s degree, Associate degree or related technical degree preferred. High School Diploma with equivalent work experience in related field required
Experience:
Five (5) years of successful budgetary compliance with statewide accounts in excess of one million dollars. Fund management experience and administrative support of mid to upper-level management required, support of upper-level management experience preferred. Experience in government contracting and procurement required.
Knowledge & Skill:
Strong accounting background
Vendor management
Excellent customer service and communication skills as interfaces with project officers, State public health, and coalition partners
Highly organized and detail oriented when managing projects, including setting deadlines and meeting project timeline/goals
Must be capable of handling multiple tasks and deadlines as necessary
Self-starter that takes initiative
Must be a strong team player
Basic proficiency with:
· Outlook
· Electronic file storage and management
Expert Technical proficiency with:
· MS Word, Excel, Power Point
· FoxitPhantomPDF
- Proficiency with remote, telework technology (Zoom and/or Webex & Teams)
- Vendor management and procurement systems
Travel may be required on an occasional basis.
Occasional extended hours and weekend coverage required.
