CONSTRUCTION MANAGER – IHD

Job Summary

Manage the construction of facilities for the TATB program for GMP, with our partners Naval Surface Warfare Center Indian Head Division (NSWC IHD) located in Indian Head, MD.

The Constructions Manager (CM) will oversee all construction aspects of the program (and potentially future programs) resources to satisfactorily meet program requirements and objectives within schedule milestones and established budget. This includes coordinating with the Program Managers and others on the team as well as manage all subcontractors contracted to support these projects. This position will reside in the GMP Indian Head office location with regular travel inside the Naval base to manage status of program. The CM shall be able to obtain a Secret Security Clearance within a 3-month timeframe.

The CM should be highly skilled and flexible to oversee multiple government programs. The program team in Indian Head consists of Sr. Process Engineering, QA Engineering, Supply Chain Management, assistant PM, and Jr. Engineer, while the contracts and finance support will be located in the home office in Tampa, FL.

Essential Duties & Responsibilities

  • Current Secret Security Clearance preferred, or, able to obtain a Secret Security Clearance within a 3-month timeframe is required.
  • Ensure compliance with all safety, environmental and any other standards or regulations
  • Ensure compliance with all DoD and FAR regulations
  • Direct or coordinate planning, research, design, construction, maintenance, and repair of facilities
  • Plan, direct, coordinate and supervise construction plans and projects
  • Inspect and verify all work is compliant with all base, local, state and federal codes
  • Prepare logbooks, operating reports, malfunction/deficiency reports, supply, and maintenance records
  • Develop formal technical and administrative reports and correspondence
  • Read and interpret construction drawings, engineering drawings, electrical wire schematic diagrams, and specifications
  • Prepare and audit construction cost estimates
  • Solicit and award of work to qualified subcontractors, coordinate and oversee multiple subcontractors brought in to support construction efforts.
  • Serve as main point of contact for all programmatic, technical, cost and administrative communications with the stakeholders
  • Perform other work as directed by the Program Manager.

Qualifications & Requirements

  • Current Secret Security Clearance preferred, or able to obtain a Secret Security Clearance within a 3-month timeframe is required.
  • Must be able to work onsite in Indian Head Maryland
  • Knowledge and experience in all aspects of construction and subcontractor management
  • General Contractor License or relevant experience preferred
  • Experience developing construction cost estimates
  • Relevant degrees, skilled trades certifications or licenses preferred
  • At least 10 years of relevant experience
  • Experience with DoD acquisition process, and DoD contracting requirements preferred
  • Demonstrated ability to build and maintain relationships with government officials, defense organizations, and industry stakeholders
  • Excellent communication, negotiation, and presentation skills
  • Self-starter with strong analytical and problem-solving skills
  • Ability to work independently and as part of a team in a fast-paced and dynamic environment
  • Willingness to travel domestically
  • ISO 9001:2015 training preferred
  • OSHA 30 Hour Construction Certification
  • Proficient in the use of Microsoft Office suite (Word, Excel, Outlook, PowerPoint, and Project)

Physical Demands & Abilities

  • Ability to walk, stand, climb, and physically move around active construction sites
  • Regularly spend long hours sitting and using office equipment and computers
  • Regularly move from sitting to standing positions effortlessly
  • Occasional travel to suppliers and customers facilities, including Indian Head Naval base
  • Ability to obtain a Secret Security clearance

Working Conditions

  • Work will be completed primarily on active construction sites as well as office space provided.
