JOB DESCRIPTION: Justice Navigator
Full-Time
Under the general supervision of the HIFUSE (Hawai`i Island Frequent User System
Engagement) Project Manager, the Justice Navigator will focus on providing support and guidance to justice-involved persons experiencing homelessness and provide appropriate interventions and support systems that address the underlying factors contributing to homelessness and criminal behavior. In this role, you will play a crucial part in helping individuals navigate the complex intersection of homelessness and the criminal legal system within the framework of the SAMHSA Sequential Intercept Model.
Duties and Responsibilities
- Conduct outreach and in-reach at key intersecting points of the criminal justice system to identify and engage with justice involved persons experiencing homelessness.
- Safely operate in various outdoor locations and engage with diverse populations.
- Build rapport and establish trusting relationships with participants and community partners, highlighting the importance of empathy, active listening and adaptability working with homeless communities.
- Assist with care coordination, which can include obtaining a government ID, health insurance and other benefits, and connecting with a primary care provider or recovery treatment.
- Conduct comprehensive assessments of justice involved persons and develop personalized plans to reduce reoffending and recidivism, address legal concerns, housing instability, and overall well-being.
- Collaborate with relevant agencies, multidisciplinary teams, services providers, homeless shelters, outreach programs, and community services to secure safe and stable housing options.
- Partner with justice system agencies to reduce encounters and involvement by deflecting and diverting individuals away from traditional criminal justice processes and towards community based supportive service alternatives.
- Foster positive relationships with Law Enforcement, Courts, Hawaii Intake Service
Center, Department of Corrections and Rehabilitation, Adult Probation, Hawaii Paroling
Authority, Adult Mental Health Division, and other agencies as needed.
- With the participant, attend court, probation, parole, intake service center, case management and other relevant meetings to advocate and help participants comply with their legal terms and conditions.
- Primary “office” may be in an outdoors community setting, shelters, streets, drop-in centers, parks, or other public spaces.
- Work with individuals with severe and persistent mental illness, substance use disorders and other medical conditions.
- Establishes and maintains liaison with various outside agencies, groups, and concerns.
- Coordinate services with case managers from other agencies in accordance with individual service/recovery plans.
- Maintain client files with documentation including personal information, correspondence, bills, financial statements, receipts, budget & agreement forms, reports, & progress notes.
- Assist clients with continuing disability reviews for SSA & other social service agencies.
- Attend trainings, clinical and community meetings as required.
- When needed, utilize available resources for crisis intervention and emotional support for challenges related to their justice and homeless involvement.
- Perform other duties as assigned.
Minimum Qualifications
- High School diploma or equivalent required. Associates degree from an accredited university or college preferably in the social sciences or human services field preferred.
- 2 years of work experience in the human services field with justice-involved homeless persons.
- Ability to manage time effectively to complete all assigned tasks.
- Ability to plan and organize to achieve desired results.
- Ability to work independently and with minimal supervision.
- Ability to present facts and recommendations effectively in oral and written form.
- Proficiency in utilizing web-based information systems and software.
- Strong interpersonal and communication skills with other professionals (including staff, community organizations, and public), as well as volunteers and consumers (including persons experiencing homelessness, mental health, substance abuse, and incarceration).
- Flexibility to work in and implement high levels of detail in a fast-paced environment, utilizing sound judgment and discretion.
- Receptive to progressive ideas and supervisory directives.
- Punctuality and reliable attendance.
- Justice-System lived-experience a plus.
- Ability to work effectively with people of diverse educational and cultural backgrounds.
- Computer literacy, including knowledge of basic software applications and familiarity with the internet and email communications.
- Knowledge of the criminal justice system and experience working with justice-involved persons.
- Knowledge of homeless issues, and best practice approaches.
- Availability to work as-needed on evenings and weekends.
- Valid driver’s license, personal vehicle with adequate insurance; able to travel locally, state-wide and to the continental U.S.
Physical Abilities
- Climb and/or walk up and down stairs and/or walkways.
- Sit, walk and/or stand or travel extensively for long periods of time.
- Capacity to carry supplies and materials for distribution.
- Comfort working in diverse weather conditions.
- Physical stamina for extended periods of ourtreach/inreach and engagement.
- Capability to navigate through various locations where homeless populations may reside.
- Ability to see and respond quickly to sounds and dangerous situations.
- Ability to wear personal protective gear correctly and whenever needed.
- Lift, carry, pull and/or push items up to 20 pounds regularly. Such motions may include reasonable bending, stooping, reaching, and twisting.

Scheduling Requirements
Regular full-time classification. General business hours Monday through Friday, including some evenings and weekends. Hours and days may vary based on the needs of the organization.
Annual Salary
$45,000.00
