What are the responsibilities and job description for the Utility Plant Accountant position at Golden State Water Company?

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Set up work orders for capital projects; include setting up annual approved budgets and processing periodic budget transferring as required
- Process the monthly Main Extension Contract Refunds, prepares assignment and monitors accuracy of the contract refunds
- Prepare and record special water rights billing and tracking payments
- Audit Main Extension Advance Contracts set up and perform reconciliation of contract sub-ledger to General ledger monthly
- Work with business system analyst in resolving data integrity and reporting issues of the contract module
- Evaluate the JDE Contract set up for Main Extension Contract and make recommendation of improvement
- Performs financial analysis and reconciliation on various general ledger accounts (such as unclaimed refunds, advances for construction and CIAC) on a monthly and quarterly basis
- Prepare monthly roll forward schedules
- Assist in preparation of quarterly and annual government survey and reports such as FERC, CPUC
- Assist the Regions and others in the General Office departments (tax and regulatory affairs, audit) with research and data request
- Actively monitoring projects with engineers to ensure timely closing and recording of work orders to the utility plant records
- Maintain ASUS Fixed Asset accounting all-inclusive from asset set ups, transfers, depreciation, subledger to GL recon
- Reviews completeness and accuracy of job closing package information. Performs cost and budget analysis of projects and ensures that all documentation, analysis, authorization, etc. for all phases of projects are complete and proper
- Reads engineering drawings (As-built) and identifies installed and retired facilities
- Prepares complex cost summary on work orders to be closed
- Develops and processes single and compound journal entries for the closing and recording of work order additions and retirement to utility plant records
- Develops and processes final cost statements for completed and closed new business jobs
- Process special projects, account analysis reports, and other analysis as assigned
- Develops and produces various Power Plant queries for 106, 101, and other queries as assigned
- Ensures CIAC assets are created with correct values & cost of removal process are in compliance with Power Plant procedures
- Other duties as assigned
Minimum Qualifications
- Bachelor’s Degree in Accounting, Business, Finance or related discipline
- Two to Five years of progressively responsible accounting experience preferably in the area of fixed assets/property accounting
- Experience with JD Edwards Enterprise One contract module
- Advanced Excel skills

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
