What are the responsibilities and job description for the Elections Specialist position at Granville County?

Performs responsible administrative and clerical work in assisting the Director of Elections with various aspects of the elections process, especially registration and verification of voter information.

Distinguishing Features of the Class

An employee in this class is responsible for assisting the Director of Elections in all phases of the elections process, including setting up polling places, training seasonal staff, working with registrars and judges, processing voter registrations, filing of candidates for office, recording minutes, and other such duties in accordance with North Carolina Election laws, the US Justice Department, and the County Board of Elections. Employee performs clerical functions a significant percentage of time. Work is performed in compliance with all applicable laws and policies established by the State, local Board of Elections, and the County. Employee works primarily in an office setting and is not substantially exposed to adverse environmental conditions. Work is reviewed by the Director of Elections, and by the Board of Elections in the absence of the Director.

Duties and Responsibilities

Essential Duties and Tasks

· Readies election machines for elections. Maintains updates on laptops used for elections by updating software and performing quarterly wellness checks on each device. Maintains other electronics, printers, etc. as necessary.

· Tests and maintains tabulators and AutoMark Assistance Stations during an election.

· Receives applications for voter registration; verifies information; ensure placement of each voter in correct precinct, ward, and/or district.

· Prints and mails voter registration cards.

· Assists the Director in planning for various elections such as primaries, second primaries, city elections, general elections, and special elections; prior to elections works with polling places and assists in making them operational.

· Works with Director to prepare for each election; trains staff as directed; helps to prepare ballots, balloting equipment, and packages precinct registration supplies.

· On Election Day assists voters with problems voting; verifies eligibility of applicants to register to vote and provides ballots.

· Staffs one-stop voting sites.

· Enters data on the computer system for voter registration; maintains current registration files; makes appropriate changes

· Enters election results; runs statistical reports and keeps data up-dated as instructed by the Director of Elections.

· Attends and assists with Board of Election meetings as instructed by the Director of Elections.

· Furnishes absentee ballot applications to persons requesting them; mails absentee ballots for approved applications.

· Attends State seminars and other authorized training sessions as approved by the Director of Elections

Knowledge, Skills and Abilities

· Working knowledge of elections and basic familiarity with voting procedures.

· Considerable knowledge of modern office practices, procedures, and equipment.

· Working knowledge of the operations and functions of County government.

· Ability to work with accuracy in the entry and verification of voter data.

· Ability to perform assignments on the basis of general directions and to perform continuing assignments independently.

· Ability to learn electoral procedures and policies and be able to train temporary workers accordingly.

· Ability to communicate effectively in oral and written forms.

· Ability to develop and maintain effective working relationships with precinct officials, news media, County officials, Board members, employees, and the general public.

Physical Requirements

· Must be able to perform basic life operational skills of stooping, reaching, standing, walking, pulling, fingering, talking, hearing, and repetitive motions.

· Must be able to perform light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

· Must possess the visual acuity to prepare data and figures, to conduct visual inspections, to operate a computer terminal, and for extensive reading at distances close to the eyes.

Desirable Education and Experience

Graduation from high school and responsible progressive clerical experience dealing with the public; or an equivalent combination of training, education, and experience.

· State Election Information Management Systems (SEIMS) experience preferred.

· Willingness and ability to obtain certification from the State Board of Elections.

· Notary Public Certification or the ability to obtain certification in the time specified by the Board of Elections.

· Possession of a valid North Carolina driver’s license.
