The Director of Programs and Quality Improvement is a senior leadership position reporting directly to the CEO. This role combines strategic program oversight with agency-wide quality improvement and data evaluation responsibilities. The Director leads non-clinical program managers, oversees Community Services for the Deaf and Hard of Hearing, and serves as the organization's primary driver for performance measurement, incident reporting, and data-driven decision making across all service areas. This leader establishes integrated outcomes measurement systems, ensures regulatory compliance, and maintains the highest ethical standards across all program operations while representing Greenleaf in community collaborations to enhance program visibility and impact.

This executive position requires exceptional strategic thinking, analytical capabilities, and collaborative leadership skills. The Director fosters innovation while leveraging resources effectively to ensure clients achieve their identified objectives. By maintaining strong relationships within the leadership team, they deliver an integrated approach to organizational management that consistently reflects Greenleaf's mission and values.

Job Responsibilities

1. Provide strategic oversight and leadership for non-clinical programs including Community Services for the Deaf and Hard of Hearing, supervising and mentoring program managers.

2. Collaborate with behavioral health leadership to ensure integrated service delivery, lead cross-functional teams in developing new service delivery models, and leverage the organizational strategic plan to identify opportunities for program enhancement and new initiatives

3. Leads organization-wide Performance Quality Improvement initiatives in partnership with leadership in establishing effective data collection practices, analyzing trends, and informing strategic decisions, evaluating the delivery and quality of services and ensuring standards are met.

4. Collaborates with HR and department directors to coordinate annual training that stays aligned with community trends, professional development, mandatory requirements leveraging both internal and external expertise.

5. Assists in budget preparation and revenue projections by identifying resources needed to deliver high-quality service; Ensures that programs and services operate within a context of fiscal strength.

6. Represent Greenleaf in community collaborations to increase organization visibility and develop strategic partnerships.

7. Demonstrate strong business acumen in all operational areas. Ensure fiscal responsibility through effective budget management and actively support efforts to secure additional funding—via grants and other opportunities—to sustain programs.

8. Evaluates organization programs and services for compliance and continuity relative to the organization mission; Ensures program compliance with policies and procedures, as well as external regulatory bodies such as HIPPA, OMHAS, COA and other professional and contractual standards.

9. Serves as a change agent to drive and support a positive and dynamic work culture; Engages as a role model and mentor to program managers, establishing priorities, overseeing efforts

build and develop a high-performing, diverse teams while fostering a positive work environment that encourages feedback, growth, and alignment with Greenleaf's values.

Required Qualifications

1. Education: Master’s degree in social work (MSW), Public Health (MPH), Public Administration (MPA), or related field

2. Experience: 7-10 years of progressive leadership and experience in human services or healthcare settings.

3. Demonstrated experience in program management and data driven impact measurements, evaluation methodologies and budget management.

4. Skilled in preparing and executing effective communication strategies, both verbal and written to a wide variety of internal and external stakeholders.

5. Experience with incident reporting systems and regulatory compliance

6. Work independently and as a leader of teams, set priorities and anticipate the reporting and communication needs of CEO.

7. Proficient in Microsoft Teams, Word, Excel, Outlook, PowerPoint,

8. Experience working with diverse populations and stakeholders, demonstrating cultural sensitivity, adaptability, and commitment to equity and inclusion.

Preferred Qualifications

1. Council on Accreditation (COA) experience

2. Knowledge of government contracts and grants.

3. Demonstrated experience working with individuals with disabilities, with specific emphasis on culturally competent engagement with the Deaf and Hard of Hearing community.

4. Ohio Certified Prevention Specialist certification (OCPS), Ohio Certified Prevention Consultant (OCPC) or Community Health Education Specialist (CHES)

Salary range is $75,000 to $80,000 with an exceptional work-life balance including a 37.5-hour work week, flexible remote work options, and office-free Fridays.
