Summary

Duties
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to reside within the geographic area listed on this announcement within 45 days. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis.

The GS-13 salary range starts at $103,409 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

- Manage a portfolio of Professional Services (PS), Information Technology (IT), and Research and Development (R&D) acquisitions. This includes Small Business Innovation Research (SBIR), Commercial Solutions Opening (CSO), and other non-FAR-based contracts.
- Assist the Contracting Officer (CO) throughout the entire acquisition lifecycle as a subject matter expert and agency authority in the planning processes, price and/or cost analysis, contract negotiation strategies, fiscal/financial policies, and post-award contract administrations.
- Engage to resolve problems and integrate solution(s) into contract management activities. Provides technical advice to personnel, and briefs leadership as needed.
- Provide input to policy development and implementation along with interpreting government acquisition policies. Manages contract file documentation, templates, checklists and standard procedures.

- Serve a one year probationary period, if required.
- Undergo and pass a background investigation dependent on the position for which selected, which may be designated at Top Secret, Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. You must be granted this clearance before you can start the job.
- Dependent on the security requirements of the position for which selected, the incumbent of this position MAY be subject to drug testing.
- Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

- Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.
- At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
- Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
- Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
