JOB SUMMARY
The Certified Payroll Specialist will review all submitted documents pertaining to the proper administration, preparation and submission of required daily construction reports by subcontractors. This role will organize, distribute and track subcontractor certified payroll reports, as well as all subcontractor paperwork and ensure compliance with all regulations regarding personnel employed on the project sites.
DUTIES AND RESPONSIBILITIES
- Ensure compliance with all applicable federal, state and local regulations and company policies regarding proper payment and reporting for personnel performing work on the project site.
- Review and track subcontractor daily reports and keep accurate records on head count.
- Review subcontractor Certified Payroll Reports and ensure compliance with the Davis- Bacon Act and related acts, and the applicable wage determination.
- Work closely with superintendents to facilitate and monitor the onsite daily reports and conduct on –site interview of subcontractor employees as part of the certified payroll audit process.
- Assist subcontractors in the proper reporting and filing of their weekly payroll reports.
- Complete, distribute and file all reports, correspondence and other paperwork as assigned.
- Compile and verify certified payroll for craft labor on a weekly basis, ensuring timely processing and audits of subcontractor payroll, checking for errors and initiating needed changes.
- Assure compliance with Davis Bacon Wage Act and the confidentiality and integrity of payroll information.
- Review and verify subcontract payment documents for submission to Contracts & Procurement Manager.
- Respond to subcontractor/vendor questions and concerns in a timely, professional manner.
MINIMUM QUALIFICATIONS, SKILLS, AND EDUCATIONAL REQUIREMENTS
- High School Diploma required
- 4 years’ experience preferred
- Experience with LCP Tracker preferred
- Experience with Davis Bacon Act required
- Payroll Experience Helpful
- Excellent Communication Skills
