Job Summary
H & M Associates LLC is seeking a Civil Engineer (Assistant / Associate) to support and qualify our heavy civil and water infrastructure projects in Pennsylvania, West Virginia and Ohio. This role is critical to ensuring technical compliance, regulatory alignment, and seamless execution of federally funded utility and water-system improvement projects in the ongoing project in the City of Chester, WV and other neighboring areas in Pennsylvania, Ohio.
This position is not a desk-only role. It is designed for an engineer who understands how design intent meets field reality—and who is comfortable working with contractors, sub-contractors, and government representatives, including federal, state and local. This position offers an exciting opportunity to contribute to impactful projects across various sectors, including water treatment and distribution systems.
Responsibilities
Engineering & Technical Oversight
- Provide engineering oversight for water, wastewater, utility, and heavy civil infrastructure projects.
- Review construction plans, specifications, and prepare submittals for technical accuracy and constructability.
- Support interpretation of contract documents, drawings, and applicable codes/standards, estimation, scheduling, bid preparation, quality control and other aspects of construction management.
Business & Licensing Support
- Support business continuity related to licensing, renewals, and compliance obligations.
Construction & Field Coordination
- Serve as Contractor's Quality Control Manager for Construction Management.
- Coordinate with project managers, superintendents, and government employees to resolve technical issues.
- Participate in site visits, progress reviews, and constructability discussions.
- Provide engineering input on means, methods, sequencing, and field conditions.
- Issue RFIs, change orders, Daily QC report, scheduling, plan reviews, assist with bid documents.
Requirements
- Bachelor’s degree in Civil Engineering (or Associates degree or any closely related discipline).
- Experience with heavy civil, water, wastewater, or utility infrastructure projects.
- Strong understanding of construction practices and field coordination.
- Ability to work full-time or part-time and support projects as required.
Preferred
- Experience with federal or public works projects (USACE, municipal, state agencies).
- Familiarity with construction submittals, RFIs, change orders, scheduling and contractor-side engineering support.
- Practical, solution-oriented mindset (engineering judgment, academic theory).
Job Type: Full-time
Pay: $60,000.00 - $100,000.00 per year
Experience:
- civil / water treatment work: 2 years (Preferred)
License/Certification:
- WV civil engineer license (Required)
