Purpose of this Position: This role is responsible for the day-to-day operations of the Tribal Housing Department. Under the general direction of the Tribal Administrator, this position will perform a wide variety of professional field and office work related to planning activities, projects, and programs for the Tribe. Incumbents in this position receive limited supervision with a framework of standard policies and procedures.
Essential Duties:
- Prepare detailed reports of varying complexity, including application forms and processes for Tribal members to receive program benefits.
- Gather, compile, and evaluate statistical data relating to the Tribes housing needs, income levels, employment, etc., for use in projecting future needs and eligibility for benefits.
- Research, review, and interpret county planning and zoning records to determine the legal status of property, boundaries, etc.
- Prepare reports, charts, and other graphic information for presentations.
- Conduct field inspections of housing needs and assure compliance with local building codes.
- Review building and septic installations to ensure they meet county code requirements.
- Determine and implement needs for rehabilitative projects versus replacement.
- Ensure the Tribal Housing Plan expenditures and the NAHASDA budgeted line items coincide.
- Serve as an information source by providing professional and technical support relating to building codes, laws, and building specifications.
- Assist applicants through the application process by coordinating and conducting comprehensive counseling conferences.
- Other duties as assigned.
Required Education and Experience:
- Bachelors degree in a related field or four years progressively responsible related experience.
- A combination of education, training, and experience, which provides the required knowledge, skills, and abilities to perform the essential job functions.
- Minimum five years of supervisory experience.

- Knowledgeable of the principles of administrative management, including budgeting techniques and office procedures.
- Excellent verbal and written communication skills, including clearly and effectively articulate thoughts and points.
- Read maps and plans and operate computer programs relating to the job function.
- Research, compile and summarize detailed information as well as demonstrated ability to organize, evaluate, and present information effectively.
- Knowledgeable of Native American culture with the ability to interpret Tribal laws, rules, and regulations relative to the department.
- Proficient computer skills.
- Communicate effectively with staff, subordinates, and peers.
- Proven effective time management skills, including the ability to prioritize, self-start, and complete projects in a timely manner while ensuring accuracy.
- Use tact and maintain strict confidentiality at all times.

Physical Requirements:
- Prolonged sitting at a desk working on a computer.
- Must be able to lift, push, and pull up to 15 pounds.
- Ability to lift, push, or pull up to 50 pounds or, on occasion, over 50 pounds.
- Navigating uneven terrain, including but not limited to walking, climbing, stooping, kneeling, and crawling.
- Position involves possible exposure to the elements.
- Sufficient hand-eye coordination, use of hands and fingers to handle work-related items; visual acuity to operate equipment and read technical and safety information; hearing ability sufficient to perceive and respond to oral communications and ambient sounds both in and out of doors.
