LOCATION : KONA COMMUNITY HOSPITAL | Utilization Management

POSITION STATUS : FTE: 30% | Temporary

SALARY RANGE : BU09 | SR22

SALARY RATE: $63.9400 (Hourly) based on the FTE

JOB DUTIES : The Case Management department provides outcome-oriented patient care with an appropriate length of stay, use of appropriate resources based on specific case types, and coordination of an integrated system of settings, services, health care practitioners, and care levels that make up a continuum of care. The primary purpose of this position is to provide outcome-oriented patient care with an appropriate length of stay, use appropriate resources based on specific case types, promote the integration and coordination of clinical services, monitor the use of patient care resources, support collaborative practice and continuity of care, and enhance patient and provider satisfaction. This position may be required to work shifts, weekends, and holidays. MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

BASIC EDUCATION/EXPERIENCE REQUIREMENTS: For nursing positions, applicants must have graduated from an accredited school of nursing.

EXPERIENCE REQUIREMENT: One and one-half (1 ½) years of progressively responsible professional nursing work experience in an acute care setting where the employee provided case management to a wide range of patients. Such experience must have been gained within the last two (2) years.

SUPERVISORY APTITUDE: For Registered Professional Nurse IV, applicants must have demonstrated possession of supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader; previous work experience in a position that demonstrates or performs supervisory functions or in similar work in which opportunities for demonstrating supervisory or administrative capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

CERTIFICATION : Certified professional in Utilization Review or Case Management preferred.

LICENSE REQUIRED: License to practice as a professional nurse in the State of Hawaii. For certain positions, possession of a motor vehicle operator’s license is required.

SUBSTITUTIONS ALLOWED: Possession of a master’s degree from an accredited college or university school of nursing may be substituted for one year of nursing experience.

KNOWLEDGE AND ABILITIES REQUIRED: Knowledge of nursing theory and practice; nursing techniques and procedures; nursing literature and current trends and development in nursing; biological, physical, social and medicinal sciences as related to nursing theory and practice; nursing techniques and procedures. Knowledge of JCAHO requirements, and those of other federal, state, or private regulatory/review organizations with which the hospital interacts. Ability to plan and schedule the work of others and utilize the principles and practices of supervision. The ability to apply nursing theory and practice in planning and giving nursing care; recognize, interpret and evaluate symptoms of patient’s condition; and take appropriate action. The position should be able to initiate and maintain working relationships with members of the medical staff, administration, nursing and other departments and agencies affiliated with the hospital.

MEDICAL/PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successfully passing a pre-employment physical examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, two-step tuberculosis (TB) screen. The cost for physical examinations, except the cost for drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation.

If a job, offer is made or employment is begun prior to completion of all applicable checks, any offer of employment or continued employment is contingent upon satisfactory return of all required checks.

Administrative Review, subsequent appeals : If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include: 1) The job title(s) and recruitment number(s), 2) the specific reason(s) you are requesting the review noting if there is statute or rule violation, and 3) any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
