Education and/or Experience * Requires a bachelor’s degree, a GIS Certificate, or equivalent training in the area of GIS, geography, or a planning related field.
- Two years experience in GIS, database management, cartography, or related field

Responsibilities * Provides support to the GIS Manager.
- Provides GIS support to other County employees, elected officials, and the public as needed.
- Performs GIS data maintenance and creation from aerial photos, GPS data, and other sources.
- Interacts with local, state, federal, and private agencies requiring Hays County spatial data.
- Interprets survey field notes and reviews digital data for subdivisions.
- General knowledge of Hays County Development Services Department regulations, policies, and procedures.
- General knowledge of the tools and equipment used in GIS activities, plotters, personal computers, and large format scanners.
- General knowledge of ESRI software products and various databases.
- General knowledge of SQL, Python, and VBA expressions.
- Professional skill in coordinating a county GIS program.
- Professional skill in executing GIS projects.
- Professional skill in reading, understanding, and interpreting maps, survey field notes, and technical manuals.
- Professional skill in implementing GIS program policies, regulations, and procedures.
- Professional skill in solving highly technical problems.
- Professional skill in establishing and maintaining effective working relationships with supervisors, co- workers, vendors, outside agencies, and the public.
- Performs other duties as assigned.
SummaryUnder general supervision by the GIS Manager, this position performs a variety of technical mapping functions utilizing GIS technology.GIS support is provided to the Development Services and Planning Office as needed. The GIS Analyst uses judgment in interpreting and adapting guidelines such as Hays County policies, state and federal regulations, established precedents, and work directions. This employee uses these guidelines for application to specific cases and problems, and the GIS Analyst must analyze the results and recommend actions. This position must have a strong work ethic and a positive image to the Public, elected officials, and to the employees of the Development Services Department. The GIS Analyst must follow directions, meet deadlines, have good attendance, be punctual, keep promises, and be reliable. Additionally, the GIS Analyst’s attitude and appearance must remain professional at all times.Hays County is an EEO employer.
