Description

Systems Integration Manager HighPoint professionals focus on helping government agencies and companies implement their most critically strategic initiatives. The Systems Integration Manager acts as a financial integration and systems assurance analyst supporting federal and non-federal users of the Department of State’s grants management platforms SAMS Domestic, SAMS Overseas and MyGrants. The Systems Integration Manager consults with teams of support desk analysts, technical analysts, policy and financial stakeholders to resolve various financial commitment, obligation, payment, closeout and data reconciliation issues related to federal financial assistance instruments. KNOWLEDGE AND SKILLS REQUIREMENTS :

  • Conduct root cause analysis and troubleshooting of Tier 2 and Tier 3 grants management vendor, financial, integrations and systems assurance issues elevated to the support desk.
  • Coach Tier 2 and Tier 3 support desk teams regarding financial integrations, incidents, and resolutions.
  • Perform as a Tier 2 support desk analyst including surge support during critical business periods such as End of Fiscal Year.
  • Liaise with federal financial assistance business and policy stakeholders and act as primary liaison with the Bureau of Comptroller and Global Financial Services’ IT, operations, and financial policy teams.
  • Monitor and contribute to weekly, monthly, quarterly and annual support desk metrics and status updates.
  • Consult as a grants policy, business and financial SME on all program scrum teams related to the O&M and DM&E of the SAMS and MyGrants platforms.
  • Perform requirements elicitation, analysis, and interpretation of business and functional requirements.
  • Provide support for the evolution of the defined requirements into system specifications. Requirements formally defined must be validated to a level of detail sufficient for the solution design to proceed.
  • Oversee the execution of team duties including liaising with the Bureau of the Comptroller and Global Financial Services including the Office of Federal Assistance Financial Management (CGFS / FPRA / FAFM), Post Allotment Accountants and Business Support Units, and stakeholder offices involved in the execution and administration of the Digital Accountability and Transparency Act (DATA).
  • Functions as the program’s principal federal financial assistance and IT SME with respect to financial systems integrations and grants accounting in agile scrum teams supporting the Operations & Maintenance (O&M) and Development, Enhancement and Modernization (DM&E) of the Department’s IT grants management systems.
  • Conduct and direct testing for new system functionality related to federal assistance financial instruments, integrations, and accounting business procedures.
  • Prepare for and support virtual training sessions for a range of different system user roles and stakeholders.
  • Answer questions about the grants applications and systems integrations in training and support desk settings.
  • Troubleshoot issues with the software system.
  • Support system communications, change management and financial stakeholder management on behalf of the program.
  • Attend weekly SAMS and MyGrants Program Management Leadership meeting.
  • Attend weekly Team Leads meeting.
  • Attend monthly CGFS, grants and financial policy team meetings.
  • Attend weekly agile planning, sprint and backlog meetings.

JOB RESPONSIBILITIES :

  • Experience in IT Service Management
  • Federal Financial Assistance (“Grants”) Policy and Procedural Subject Matter Expertise
  • Systems Integration Manager 2
  • Agile Value Delivery and Scrum Experience.
  • Detailed knowledge and experience operating within the Software Development Lifecycle.
  • ServiceNow and Service Desk experience or equivalent case management software.
  • Excellent Business Communications and Organization Skills.
  • Knowledge of Data Management, Systems Integration, Systems Assurance and Financial Reconciliation.
  • Knowledge of Financial Accounting Principles.
  • EDUCATION AND YEARS OF EXPERIENCE REQUIREMENTS :

  • Bachelor’s Degree in IT preferred.
  • 8 years’ experience eliciting and documenting requirements.
  • IT certifications such as IT Infrastructure Library (ITILv4) Foundations or equivalent experience.
  • Grants Management certifications such as the National Grants Management Association’s Grants Management Body of Knowledge (GMBoK) or equivalent experience.
  • Secret clearance is required to begin work on the contract.
  • 8 years’ experience as a federal contractor or otherwise operating within the federal business environment.
