Environmental Specialist - (220000BA)
Hillsborough County requires all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of final vaccination shot, or provide a religious or medical exemption, before their employment can begin. New employees who obtain an exemption from the vaccine based on a medical or sincerely held religious belief may be subject to weekly COVID or monthly antibody testing. Job Overview
Performs technical work directing activities concerning inspecting, sampling, testing and evaluating in an environmental pollution control and/or permitting program.

Ideal Candidate:

• Must have a bachelor’s degree in a natural or physical science.
  • Minimum of two years of experience in environmental inspection, sampling, testing, or evaluation.
  • Knowledge of Federal and State rules that apply to applicable areas of environmental compliance criteria.
  • Prefer experience in drinking water compliance and/or regulations.
  • Knowledge of environmental sampling techniques and procedures.
  • Prefer experience with LIMS or related software.
  • Prefer experience in preparing and/or reviewing detailed technical reports and Standard Operating Procedures.
  • Ability to effectively communicate, coordinate, and negotiate with customers, vendors, and regulators both orally and in writing.
  • Ability to establish and maintain constructive and cooperative interpersonal relationships with staff, peers, management, and regulators.
Minimum Qualifications
  • Bachelor's degree in a Natural Science; and
  • Two (2) years of experience in environmental inspection, sampling, testing, or evaluation; or
  • An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies; and
  • Possession of a valid Florida Driver's License.

Duties and Responsibilities

  • May supervise activities and personnel engaged in an environmental evaluation, enforcement and/or permitting program.
  • Formulates and recommends policies and procedures to ensure the maximum utilization of personnel and to increase program effectiveness.
  • Reviews and participates in difficult or complex field rests and evaluation projects.
  • May perform routine laboratory analyses and interpret results, as needed.
  • Develops improved techniques, studies new developments, and tests new methods.
  • Reviews new developments in instrumentation and analytical techniques.
  • Performs other related duties as required.
Job Specifications
  • Knowledge of applicable federal, state and County environmental pollution control laws and regulations.
  • Knowledge of environmental inspection, sampling and collection methods.
  • Knowledge of environmental data collection, recording, and laboratory equipment operation and maintenance.
  • Skill in the use and operation of environmental collection, recording, and laboratory equipment.
  • Ability to collect, organize, and evaluate data and to develop logical conclusions.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to use a computer and related software.
  • Ability to organize information into a logical presentation format.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
Work Category/Physical Demands
  • Typically takes place in an office environment.

  • May require some time in a laboratory.
  • Possible exposure to chemicals and pollutants.

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
