Position Overview:
Under the direction of the County Administrator, directs, overseas, monitors and coordinates the selection, design, development, security, operation, processing, performance and maintenance of sophisticated relational and/or other data storage and retrieval systems in a variety of formats on Hillsborough County’s server systems. Ensures the department provides efficient and effective technical support service.
General Responsibilities:
Responsible for identifying the Computer Information System (CIS) needs of the County; Leads development and implantation processes for the County’s CIS needs, ensuring that Cybersecurity and HIPPA policies are met; Develops and implements business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss, develops procedures for recovery back up; Analyzes CIS infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics needs; Oversees security of systems, networks and enterprise information; facilitates CIS security audits or investigations; Works closely with Department Heads and elected officials during the budget process to review utilization of hardware and software for forecasting changes, providing short and long-term capacity planning, allowing departments adequate lead time to secure funding and to plan and implement needed changes; Oversees the CIS department budget and department expenditures
Qualifications:
· Duties require knowledge equivalent to completion of a bachelor’s degree in Computer Science or related field; and ten (10) years of related experience or equivalent combination of education and experience.
· Master’s degree or MBA preferred.
· Excellent analytical and management skills.
· Excellent interpersonal skills.
· Thorough understanding of CIS and practical applications to support the County’s’ goals.
· Strong problem solving, critical thinking and decision-making skills.
· Clear understanding of client/server technology and network architecture.
· Driving License.
