SALARY RANGE: $55,458 - $67,632
POSITION PURPOSE:
Help plan, conduct, and administer programs that train HART employees and improve their skills and knowledge. Facilitates all training of Operations and assists in the training of bargaining personnel. Assists in the coordination of safety related activities for Authority facilities. Provides technical and administrative support to the Training and Development Department.

ESSENTIAL JOB FUNCTIONS:

  • Provides in depth transportation training and re-training programs for new and current Bus Operators, Van Operators, and Streetcar Motormen.
  • Provides specialized in-depth training modules to all operators and other personnel.
  • Stays abreast and assesses training needs through surveys, interviews with employees, or consultations with managers or departments.
  • Ensures all training is compliance with Federal, State and local regulations.
  • Assist in the design and creation of training manuals, online learning modules, and course materials.
  • Assists in the review of training materials from a variety of sources and in choosing appropriate materials.
  • Deliver training to employees using a variety of instructional techniques to engage all learning styles.
  • Assist in the evaluation of training programs.
  • Perform administrative tasks such as monitoring costs, scheduling classes, setting up systems and equipment, and coordinating enrollment.
  • Maintains training files, records and ensures consistent quality control
  • Processes payroll for students and employees receiving training.
  • Maintains and distributes training manuals and instructional materials for all front line personnel of the organization
  • Conducts advanced defensive driving training for employees requiring contractually mandated refresher training; performs annual Streetcar Motorman and Bus/Van Operator and refresher training.
  • Performs on-board Motorman skills and/or Bus/Van & evaluations.

MARGINAL FUNCTIONS:

  • Performs other work-related duties as assigned.

REQUIREMENTS:
Education and Experience:

  • Associate's Degree in a related field.
  • 2-3 years of experience as a Streetcar Motorman, Professional Operator, Operations Training Specialist, Transit Supervisor or related field.
  • One year of Commercial Driving experience in a Public Transit environment.
  • One (1) additional year of directly related experience beyond the minimum required may substitute for one year of required education.

Machines, Tools, & Equipment Used:

  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • Proficient in Microsoft Suite products such as Excel, PPT, Word, Outlook, Visio

Licenses/Certifications:

  • Florida Driver's License; must obtain Florida Commercial Driver's License (CDL) Class (B) with "P" (Passenger) endorsement within the first 90 days of employment.
  • First Aid, CPR, AED, Customer Relations and ADA Sensitivity Training.
  • TSI Class completion and Certificates in the following areas preferred:
  • Fundamentals of Bus Collision Investigation
  • Transit Bus System Safety
  • Instructors/Bus/Para Operations
  • Safety Security Emergency Management
  • Certified Operator Instructor

QUALIFICATIONS:
Knowledge, Skills and Abilities:

  • Ability to effectively communicate instructions using verbal/non-verbal forms, which will include written forms of communication.
  • Ability to meet deadlines by prioritizing and organizing plans by deadlines established.
  • Ability to work under stress and interruptions without compromising safety.
  • Ability to interact positively with a variety of personalities internally and externally.
  • Ability to identify and correct unsatisfactory behavior and develop methodologies for correction.
  • Ability to fully operate machinery, tools, and equipment required for use. Must be able to transfer these skills and abilities to trainees or designated personnel.
  • Ability to maintain strict confidentiality.
  • Ability to follow established safety and security system.
  • Stay up to date with DOT regulations and requirements.
  • Perform onboard evaluations.
  • HART rules, policies, and procedures governing Bargaining/Non-bargaining employees, including labor agreements.
  • Training techniques and presentation skills.
  • Applicable equipment and software.
  • Current and applicable governmental laws and regulations pertaining to safety and security.
  • Standard office practices, procedures and equipment.

Environmental/Atmospheric Conditions:

  • Usual office environment.
  • Occasional exposure to chemicals, noise and fumes.
  • Subject to all weather conditions.
  • Occasional lifting and carrying supplies and equipment weighing up to 25 pounds.

Physical Demands/Work Environment:

  • Work is performed in a standard office environment. Incumbent may sometime be located in an outdoor, street, community, or shop environment.
  • Ability to hear, see, speak, and perceive color, depth and texture.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds.
  • May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to extreme noise and physical harm or fumes and airborne particles.
