The Program Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.

Responsibilities:

  • Supports planning, directing and coordination of day-to-day activities of running a program or portfolio of programs.
  • Manages multiple teams or a functional area (depending on size of business).
  • Applies comprehensive understanding of concepts and procedures within own area and basic knowledge of other areas to resolve issues that have impact beyond own area.
  • Ensures creation and signoff of program plan and charter, benefits management plan, stakeholder management plan, acceptance plan, and central program issue log.
  • Ensures program plans meet business needs as described in the program initiation documents.
  • Ensures all stakeholders are identified and included in scope definition activities.
  • Ensures stakeholders understand the program schedule and key milestones.
  • Ensures program stakeholders receive schedule status regularly.
  • Ensures funding has been approved for the program.
  • Ensures all areas of the program are appropriately staffed.
  • Ensures program commitment from those assigning resources.
  • Escalates program risks to the Program Director, or Program Sponsor, when appropriate.
  • Ensures vendor performance is monitored and actions taken if performance warrants.
  • Maintains appropriate staffing requirements to meet operational needs.
  • Exercises shared responsibility for budget, policy formulation and planning.
  • Evaluates subordinates' performance and makes recommendations for pay increases, promotions, terminations, and other personnel actions
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 10 years of experience
  • Good negotiation, influencing and stakeholder management skills
  • Required Licensing/Registration: Series 7, Series 9, Series 10, Series 63, Series 65

Education:

  • Bachelor's/University degree or equivalent experience, potentially Masters degree

Global Regulatory Engagement Senior Officer/SVP


Job Description

The Global Regulatory Engagement Senior Officer/SVP will be part of Citi's Global Regulatory Engagement (GRE) team within Citibank, N.A. and NAM, and report directly to the FRB Regulatory Engagement Senior Lead. The Global Regulatory Engagement Senior Officer will support Citi's engagement with the Federal Reserve in order to strategically connect and integrate Citi's overall regulatory strategy and engagement with the Business, Functional, and Regional Regulatory Engagement Leads and Coordinators.

Citi's GRE team is responsible for the engagement strategy in coordination with the business, functional, and regional regulatory engagement leads, across all of Citi's U.S.-based prudential and capital markets supervisors. This role provides a unique opportunity to see across Citi as a part of the GRE team, which is charged with enhancing our engagements with regulators in order to transform how we conduct business at the foundational level.

Key Responsibilities:

  • Support the FRB Regulatory Engagement Senior Lead and Deputy with the development and execution of the overall FRB relationship coverage strategy.
  • Lead the managing of tasks and responsibilities associated with the planning, directing, coordination and support of day-to-day activities regarding key regulator interactions and initiatives that have been assigned to the FRB Regulatory Engagement Senior Lead.
  • Draft prep materials, including briefings and talking points for CEO, Board Member, and Executive Management meetings with the FRB.
  • Project manage key initiatives and routine deliverables by tracking progress of team deliverables and coordinating consistent horizontal responses where needed; provide review and challenge of responses to ensure regulatory feedback is addressed.
  • Develop and maintain a disciplined, routine schedule for meetings with key regulators that is globally consistent.
  • Work collaboratively to ensure thorough prep sessions and centrally maintained agendas, materials, and talking points with clear roles for all key regulatory meetings.
  • Ensure all regulatory meeting communications, follow-ups, and commitments are centrally documented and acted upon, and maintain a disciplined follow up and tracking approach for any open items.
  • Lead the planning for, and support the FRB Regulatory Engagement Senior Lead's engagement with, high priority / strategically important regulatory engagements (requests, inquiries, exams, on-going supervision, etc.), including participating in calls/meetings, taking meeting notes, and following up with stakeholders.
  • Cover progress and developments of at-risk regulatory engagements (request, inquiries, exams, etc.) on the watch list, including timely escalation to the FRB Regulatory Engagement Senior Lead for oversight, as needed.
  • Ensure the Regulatory Event Tracking (RET) system is updated for relevant interactions.
  • Support the preparation for supervisory core college meetings.
  • Prepare management materials and presentations for the FRB Regulatory Engagement Senior Lead, including on regulatory and supervisory themes and trends.
  • Interact with individuals across Citi at all levels, businesses, and locations, providing a broad understanding of the firm while building relationships throughout Citi.

Qualifications:

  • Bachelor's degree required; Advanced degree (e.g., MBA, JD) a plus.
  • 10 years of relevant work experience in financial services, with preference given to supervision and regulation experience within the Federal Reserve System.
  • Understanding of relevant regulatory and supervisory expectations and priorities for large complex financial institutions.
  • Excellent written, verbal, and analytical skills, with the ability to articulate complex problems and solutions through concise and clear messaging.
  • Highly motivated, strong attention to detail, team oriented, and organized.
  • Pro-active problem-solver who works well in high-pressure, fast-paced environments.
  • High proficiency with Microsoft Office, particularly Excel for reporting, PowerPoint for presentation development, and Word for briefing materials.
  • Comfortable navigating complex, highly matrixed organizations.
  • Strong interpersonal skills for interfacing with all levels within the organization, including senior management, using a proactive and 'no surprises' approach in communicating issues/requests.
  • Growth mindset, with an ability to seek and implement feedback and maintain flexibility to pivot and course correct, as needed.
