Senior Program Operations Analyst

Type: Hybrid, Long-Term Contract (W2 only, no third party candidates please)

We’re hiring a seasoned Senior Business Analyst to help lead requirements management and change coordination for a large-scale grants management system used by educational institutions across the state. This platform supports over $2 billion in annual disbursements and comprises 100 integrated applications. What You'll Be Doing:

• Lead requirement gathering efforts for enhancement and support requests related to custom-built web applications.
• Serve as the primary liaison between business users and the technical delivery team, ensuring clarity, traceability, and execution.
• Own and manage the backlog in Azure DevOps; ensure sprint progress is tracked and documented.
• Facilitate requirement sessions, change management reviews, and project stand-ups with internal and external stakeholders.
• Develop and maintain documentation, timelines, and progress updates in SharePoint and DevOps tools.
• Ensure process compliance and audit readiness by coordinating closely with internal audit and compliance stakeholders.
• Support both Agile and Waterfall delivery models and adapt quickly based on project needs.
• Provide mentorship and informal leadership to other analysts on the team.

What We're Looking For:

• Proven experience operating in senior-level business analysis roles supporting enterprise software projects.
• Strong knowledge of SDLC methodologies and change management practices.
• Ability to manage multiple priorities, delegate where needed, and operate with minimal oversight.
• Comfortable facilitating meetings, writing detailed user stories, managing timelines, and tracking deliverables.
• Advanced experience with Azure DevOps (or similar tools) and SharePoint.
• Experience working in hybrid delivery environments (Agile Waterfall blend).
• Strong written and verbal communication skills; must be adept at translating between business needs and technical solutions.
