What are the responsibilities and job description for the Labor Compliance Manager position at Holliday Rock?
Holliday Rock is seeking an experienced AB219 Compliance Specialist to join our team. Holliday Rock has been in the constructions material business for over eighty years and is one of the largest independent producers of aggregate, concrete and asphalt in the United States.
Essential Responsibilities and Duties:
- Effectively communicate (in-person, email, and phone) with the ability to interpret and explain complex data
- Facilitate, organize, and conduct meetings to educate customers, compliance agencies, general contractors, awarding bodies, and public entities with the intent to resolve issues
- Interpret and understand contract requirements as it pertains to all State and Federal Prevailing Wage projects
- Use acquired contacts and experience to ensure all requirements of each project are met, eliminating costly disruptions and time consuming misunderstandings
- Work with agencies like the DIR and CalCIMA to bring about desired changes and clarity for challenging topics
- Strong experience with online certified payroll systems: LCP Tracker, OCPS, eComply, DIR, etc.
- Full knowledge of the Public Works chapter of the California Labor Code (Sections 1720-1861)
- Complete necessary certified payroll documents such as fringe benefit statements, employee information sheets, deduction authorizations, etc.
- Keep sensitive information confidential
- Contribute to team effort by completing other tasks as needed
Qualifications and Desired Skills:
- Minimum 10 years’ experience encompassing certified payroll and prevailing wage for multiple projects/customers
- Experience with payroll, fringe benefits, garnishments, retroactive calculations, employee deductions, personnel file maintenance, and status changes
- Experience working with awarding agencies such as School Districts, Housing Authorities, Water Utility Agencies, Counties and Cities
- Detail oriented with the ability to work independently
- Demonstrated ability to multi-task, meet deadlines, and take on new responsibilities
- Proficiency with Microsoft Excel
- Ability to travel to counties where we deliver concrete (currently LA, Orange, Ventura, San Bernardino, Riverside, and Kern)
